USAID’s South Sudan Room to Learn project
intends to improve the distribution of resources enabling quality education
while increasing access to formal and non-formal education services for South
Sudanese learners at the primary school level. It builds on solid successes and
lessons learned through work in South Sudan’s challenging education landscape
to shepherd its education system into an era that offers safe, quality
educational services, especially to the most disadvantaged populations.
Main Purpose of the role:
The Emergency Preparedness Manager is responsible for
managing some aspects of Plan’s education components of the Room to Learn
project in South Sudan. These aspects include increasing the preparedness at
the local level for various types of emergencies that the education system and
schools face.
Based on the strategy of this project the post holder will
be responsible for managing the components assigned to Plan, providing support
to an extensive cadre of staff, working with partners, and liaising with government
authorities. In order to accomplish these tasks, the individual must be capable
of quality program analysis, building capacity of field staff, producing and
disseminating technical guidance, and advocating for the right to education
with stakeholders. The position must bring key issues related to education,
support, and impact-mitigation in the event of a disaster. The individual must
be able to provide advice in technical areas including: project management,
monitoring and evaluation; community mobilization and empowerment; teacher
education; education in emergencies and conflict situations, education and
disaster risk reduction and conflict mitigation, and teaching and learning
modalities.
Responsibilities:
- Lead
and oversee emergency preparedness activities for the RTL project.
- Coordinate
program-focused strategic planning and decision-making, involving key
stakeholders and beneficiaries.
- Be
responsible for the technical direction and quality of Plan’s emergency
preparedness work.
- Supervise
Program Officers in implementation of trainings and community based
preparedness activities.
- Ensure
effective integration of Education in Emergency (EiE) preparedness work in
the RTL community-based work.
- If
Program Modifier is triggered, facilitate and assist with deployment of
emergency response staff and aid the Emergency Response Senior Manager
under the Program Modifier.
- Develop
strategy documents that can be used to develop teams and a collective
vision of results.
- Create
clear work plans that provide project benchmarks and timelines with
related budget disbursement plans.
- Supervise
all project related field operations to specific work area,
administration, logistics, and procurement to ensure achievement of
project objectives and targets. Additionally, prepare the project
implantation track, follow it, and accordingly report progress to Plan
management and prime organization.
- Support
work that provides on-going psychosocial support to the school inspectors,
teachers, and students in collaboration with the Ministry of Education and
other partners.
- Develop
and report against agreed project work plans to Plan management and/or
prime organization on a monthly and quarterly basis as required.
- Supervise
assigned RTL project staff.
- Ensure
compliance with donor and Plan policy requirements.
- Ensure
that Room to Learn accounts for the special needs of vulnerable children,
with special emphasis on the disabled and girls.
Knowledge and Experience:
- Master’s
Degree in Development Studies, Education, or related field.
- Demonstrated
knowledge and relevant programmatic and supervisory experience as Program
Manager in the education sector.
- Demonstrated
experience working on education in emergencies preparedness, conflict
mitigation and disaster risk reduction in conflict affected fragile
states, preferably in East Africa.
- Demonstrated
ability in strategic planning, organization, and oversight of complex
activities.
- Demonstrated
experience in managing large education programs with significant
experience in managing USAID-funded programs.
- Proven
experience in capacity building and the provision of technical assistance
in a variety of education related areas, in particular related to children
affected by a disaster.
- Familiarity
with qualitative and quantitative research methodologies, the development
of data collection systems, and knowledge and experience with M&E
processes.
- Demonstrable experience
in educational programming in developing countries, and especially in
conflict-ridden countries, and/or related experience in design,
implementation, and evaluation of programs in developing countries.

Length of Contract: 2-3 years
Salary: $98,800 plus allowances
Location: Kwajok, South Sudan
Reports to: Emergency Response Leader (Winrock,
prime of the consortium for Room to Learn) and Country Director
