Project/Proposal Summary:
The Civil Society Support project (ECSS) is a three-year program designed to
build the organizational and management capacity of Egyptian civil society
organizations (CSO). A part of USAID/Egypt’s Democracy and Governance Program
and implemented by a consortium of partners: MSI, AED and IREX, the project
provides technical assistance and support to individual Egyptian civic
organizations’ activities to advocate for citizens’ interests and take action.
The project’s objectives are to provide management support to USAID/Egypt for
its civil society portfolio and support increased organizational capacity of
select USAID/Egypt grantees and Egypt’s civic organizations. The project’s
staff helps CSOs develop skills in building bridges between citizens and their
government with innovative tools and customized training.
Position Summary:
The E-Content Development consultant will be responsible for developing
multimedia e-content for up to five courses, which are currently being
delivered in the form of instructor-led sessions. Each course is 5-6 classroom
hours and when converted to e-content is expected to last approximately one
hour. The assignment is expected to last through the end of the project,
September 2013 with an expected level of effort of 50 days.

with Egyptian citizenship will be considered.**
Responsibilities:
• Develop a learning map that would lead to storyboarding;
• Develop interactive animations where required based on the storyboard;
• Incorporate culturally appropriate pictures and video clips / screen shots;
• Create and edit the voice over for all the contents in Arabic
• Update changes based on feedback received from end users/experts
• Develop key feature requirements for each course, including:
o Simple, comprehensive, learner- centric and easy to use user interface
o GUI: Proposed solution based on graphical interpretation and windows
architecture
o Content compatible with MOODLE 2.x LMS.
o Content compliant with SCORM 2004 standards.
• Develop key technology requirements for each course, including:
o Content compatible with all leading web browsers, especially Microsoft
Internet explorer 7.0 or above and/or Mozilla Firefox 2 or above
o Content design with easy access and download features
o Content design that enables a variety of approaches and responds with a
number of methods for searching, linking information, and services
o Functional areas consistent with look and feel across all functions
Qualifications:
• Must have at least 3 years of experience designing and creating interactive
user interfaces and multimedia content
• Experience in the following are desired, but not required:
o User interface/ usability design
o Some html 5, JavaScript, php experience
o Adobe Captivate, Articulate Storyline
• Fluency in Arabic and English
