Field Coordinator- South Sudan

Essential Job Duties/Scope of Work:
International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

PROGRAM BACKGROUND

International Medical Corps has been selected as County Implementing Partner for Wau County Western Bahr el Ghazal State by the Government of South Sudan and Health Pooled Fund (HPF) to support the County Health Department (CHD) in providing primary health care services in Wau County.

The main objectives/ intended outputs of the program are:
I. To increase access and utilization of quality primary health services which are particularly responsive to the needs of women and children;
II. To strengthen the health system under the stewardship of the County Health Department;
III. To increase community participation, utilization and demand for health services.

In addition to the HPF supported activities in Wau County, International Medical Corps will also implement the maternal and reproductive activities under South Sudan Health Action and Research Project (SHARP) funded by the Netherlands Government in Wau and Raja Counties.

JOB SUMMARY

The primary responsibility of the Field Coordinator will be to act as County Coordinator for implementing HPF activities for PHC in Wau County, and in addition (s)he will coordinate SHARP activities in Wau and Raja counties. An immediate priority will be to complete the start up of both projects that is underway. Together with the respective departments, the Field Coordinator will play an active role in establishing policies and procedures (HR, procurement, logs, finance) and ensure all staff are able to function within their positions and organize/suggest additional training where needed. Secure Wau office and guest house accommodations, follow security incidents and reports, initiate program meetings, supervise technical staff and represent International Medical Corps at coordination meetings at county and State levels. The Field Coordinator will report to the Medical Director and liaise closely with technical team and support team based in Juba. (S)he will also coordinate and collaborate with other program managers in WBeG state to ensure that all projects are properly orchestrated towards their effective and efficient implementation and achieving greatest impact within the area. Success in this position is contingent upon working in tandem with two other teams already operational within the State and ensuring a unified representation of the organization without interfering into autonomy of the other teams or undermining authorities of their managers. This is a senior management position requiring skills and attitude suitable to navigate through complex relationship both internally and externally.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Programmatic management
• Ensure HPF-Wau and SHARP project meet their objectives and deliverables; working closely with technical staff in Juba and on the ground to develop and implement work and monitoring plans;
• Ensure timely submission of reports to donors;
• Participate in quarterly Juba-field reviews and lead regular CHD/SMOH HPF/SHARP project reviews as agreed;
• Mentor/Coach the CHD Head regarding team management

Site management (finance/logistics/program/security)
• Oversee the operations of the site office, which includes program management, administration, financial, logistics and security;
• Ensure projects activities are conducted in timely, cost-effective and quality manner in accordance to the procedures, principles and operational guidelines;
o Ensures compliance with procurement and financial policies and control procedures
o Ensure that technical, administrative, financial and other recommendations agreed with the Juba-based program and support teams become are implemented
o Ensures that security policies are complied with
o Provides support to finance staff to implement financial controls and monitor all project related financial transactions and expenditures to assure that project activities are implemented within the approved budget

• Monitor security level and consult with the Security Manager to upgrade or downgrade security level;
• Maintain frequent communication with SMT to ensure program activities and objectives are communicated;
• Ensure adequate supply of logistics for the various projects

Staff Management
- Agree on performance objectives/expectations with direct reports; completes performance appraisals annually, supervise direct report on a regular basis that may vary by staff and over time. If s/he supervises supervisors, ensures they do the same.
- Oversee the recruitment and selection of qualified field national staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisor.

Representation and Coordination
- Represent International Medical Corps and liaise with county and State authorities, the UN (except UNFPA), and NGOs to promote IMC programs, facilitate successful coordination of activities, and ensure transparency in the community;
- Work in partnership with other International and local NGOs to ensure program harmonization;
- Ensure maximum visibility of the agency amongst the NGO community;
- Promotes partnerships and networking among stakeholders, including CBOS, FBOs and NGOs and document meetings

Other Functions
- Performs any other related duties that may be assigned by line manager.
Comply to IMC Standard Operational Procedures
Qualifications:
1. Masters Degree in development, public health or related field
2. At least 3 years of management experiences in developing countries in implementing complex projects and supervising multi-disciplinary team of an international organization
3. Previous experience of implementing health and/or nutrition programs in collaboration with departments of host government
4. Good understanding of project cycle management with strong report writing skills as well as analytical capacity
5. Good understanding of budget management and basic accounting principles,
6. Previous relevant experience in Africa or similar environment – South Sudan highly valued;
7. Flexibility and willingness to adjust to changing responsibilities or needs as they arise and ability to live and work with basic facilities
8. Demonstrated analytical and conceptual skills to design and plan projects
9. Ability to adapt to multi-cultural context and work cooperatively with others in a team environment
10. Professional fluency in spoken and written English
11. Good knowledge of logistics and admin/HR and donor compliance
12. Higher level of computer skills in word processing, spreadsheet analysis, power point presentation and digital communications
