Monitoring & Evaluation and Research in Addis Abba,
Ethiopia.
Position Description:
FHI 360 is an international non-profit organization based in
North Carolina and with offices in Washington D.C. dedicated to solving
critical social issues in international development specializing in the health
and education sectors, among other areas. This position will report to the
Chief of Party and is dependent upon receipt of award and funder approval of
key personnel.
The Technical Advisor must have a firm command of M&E
and research issues related to strengthening management, health and service
delivery systems, as well as coverage, quality and utilization of public health
services with a particular focus on family planning. The Technical
Advisor will provide technical assistance and coordination in support of
project monitoring and evaluation (M&E) activities, as well as in the
development and dissemination of research protocols, tools, materials, reports,
papers, and intervention-linked research. This position will provide
technical guidance by designing and developing M&E systems and procedures,
including establishing key components of an M&E system, data collection,
analysis, reporting on key output, outcome and impact indicators for the
program.
Key Responsibilities
Drawing upon substantial experience developing and
supervising monitoring and evaluation efforts for multi-faceted health programs
in developing countries, the Technical Advisor will be responsible for
providing technical assistance, developing and setting up systems for the timely
collection, management, analysis, and reporting of valid and reliable data that
meet donor reporting requirements. Provide technical guidance on design,
development and implementation of the project M&E strategy, manage and
operationalize M&E systems and plans that are aligned to program strategy,
and permit quality reporting. The Technical Advisor will work closely with the
program team to ensure compatibility and coordination within the existing
M&E framework, and consistency with national and donor requirements. The
position will work on data analysis and use products and mechanisms to promote
evidence-based programming, and timely feedback in relation to targets or
identification and resolution of gaps. The Technical Advisor I will also:
- Lead
the development and implementation of the Project Management Plan (PMP)
and research activities.
- Lead
the collection, analysis, and reporting of key project results.
- Supervise
and provide technical leadership and guidance to project staff and
consultants on research and M&E activities.
- Coordinate
fieldwork activities in conjunction with the FMOH, Regional Health Bureaus
and partners.
- Lead
the preparation of routine reports to USAID and the FMOH.
- Lead
the preparation of ethical review documents and submits to the appropriate
IRBs.
- Represent
the project at national and international meetings.
Required Skills and Experience
- Demonstrated
analytical skills and experiences in utilization of data for problem
identification, problem solving and decision making.
- Demonstrated
ability to undertake and supervise operations research, including
designing research protocols, conducting research, analyzing and
synthesizing data, and disseminating findings, including application of
learning into programs.
- Strong
writing and presentation skills in English for reporting on program and
study results are essential
- Substantial
experience living and working in developing countries.
- Fluency
in spoken and written English and Amharic.
- Demonstrated
expertise in both quantitative and qualitative research methods; firm
command of M&E issues with respect to improvements in service
delivery.
- Experience
supervising monitoring efforts.
- Experience
with monitoring progress in financing, accounting, planning, budgeting and
auditing is an asset.
- Demonstrable
analytical skills to measure the health impact of the project’s
activities.
- Strong
organizational skills for monitoring and reporting on program and study
results.
- Experience
with capacity building.
- Significant
international experience- a combination of living and working in
developing countries with TA missions.
- Strong
interpersonal skills and communication skills, initiative, and good
judgment.
- Ability
to anticipate and solve problems.
- Ability
to independently plan and execute complex tasks while addressing daily
management details and remaining organized and focused on long-term
deadlines and strategy.
Minimum Experience
- 5-8
Years of experience developing and supervising monitoring and evaluation
efforts for multi-faceted health programs in developing countries.
- Advanced
degree in public health, demography, sociology, psychology, biostatistics,
statistics, or a related field.
