Programme Officer, Civil Society Education Fund



Short description
The Global Campaign for Education (GCE) is seeking a Programme Officer for the Civil Society Education Fund (CSEF). The CSEF provides funding, builds capacity and facilitates cross-country and cross-regional learning for up to 55 national civil society coalitions engaging in education sector advocacy in Africa, Asia Pacific, Latin America and the Middle East. This is a complex and high-profile programme, requiring significant skills and expertise in strategic management, budget management, monitoring and evaluation, cross-country coordination, working with partners, and donor liaison, preferably in relation to civil society advocacy and/or the education sector. 

Introduction
The Global Campaign for Education (GCE), founded in 1999, is a global civil society movement working to end the education crisis. GCE members brings together civil society organisations, NGOs, teacher unions, child rights activists, parents' associations, young people and community organisations, who work together in coalition in nearly 100 countries. GCE promotes education as a basic human right, and mobilises the public to put pressure on governments and the international community to fulfil their promises to provide free, compulsory, high quality public education for all.

GCE provides core support to its members' work on education advocacy in Africa, Asia Pacific, Latin America and the Middle East through the Civil Society Education Fund (CSEF), a large-scale initiative to foster the growth and influence of citizens in education policy development, implementation and monitoring. Managed by GCE in partnership with regional networks, and with the collaboration of INGO allies, the CSEF supports national coalitions of civil society organizations in around 50 countries. This support includes channelling funds; providing tools, training and support to build capacity for policy and advocacy activities; and facilitating cross-country and cross-regional collaboration, learning and communication. Through CSEF, civil society coalitions are strengthening their participation in national education sector planning and policy processes; building greater public awareness of and engagement in education issues; improving the quality of their research, policy and lobbying; and working together across countries and regions to share learning and engage with international processes. The CSEF is funded by the Global Partnership for Education (GPE), a multi-donor trust fund, with UNESCO supervising the funds on behalf of the GPE Board. The CSEF Global Oversight Committee, a sub-group of the GCE Board, is responsible for monitoring performance on behalf of the GCE movement, and makes key strategic decisions.


GCE is currently recruiting a Programme Officer for the CSEF, who will support the work of this unique and wide-ranging programme, reporting to the CSEF Programme Manager.
Job purpose: To support implementation of the Civil Society Education Fund, with particular responsibilities for supporting regional implementation and reporting.
Reporting to: CSEF Programme Manager
Key working relationships: Networks and Learning Manager, Finance Manager & CSEF Accountant.
Location: Global Campaign for Education Headquarters - Johannesburg, South Africa
Salary: R400,OOO, plus is" month cheque and package, including pension, healthcare contributions and relocation.
Contract Length: Fixed term contract to March 2015. Renewable depending on future funding. 

Duties and responsibilities:
The overall responsibility is to support implementation of the CSEF programme. The specific responsibilities are to:
·Work with the CSEF Programme Manager in supporting implementation in the four regions; this will include liaison with regional implementing partners, and, as determined with the Programme Manager, representing GCE in decision-making structures in those regions (regional coordination team and Regional Funding Committee).
·Support the Programme Manager in regional and national trouble-shooting in the CSEF programme, including country and regional visits as required.
·Lead on regular communication with all CSEF regional partners about programme implementation and reporting, ensuring full and timely sharing of relevant information.
·Plan and manage inter-regional CSEF events, working closely with the CSEF Programme Manager on coordination and management events, and with the CSEF Networks and Learning Manager on learning and capacity-building events.
·Coordinate the collection of regional reports and national reports, and help the CSEF Programme Manager to manage the production of global reports on CSEF implementation.
·Maintain the online Monitoring and Evaluation system, ensuring it is up-to-date and useful both for reporting purposes and for partners.
·Liaise with GCE staff and regional staff, national education coalitions and the International Partners' Group to maintain calendar of important advocacy events and opportunities, and database of existing internal and external resources at global, regional and national level (including clear overview of materials produced through CSEF) to support advocacy activities and learning.
·Support the CSEF Networks and Learning Manager in developing and implementing learning initiatives, training, tools and capacity-building across the CSEF project.
·Work with the CSEF Networks and Learning Manager to produce the CSEF newsletter, going out to all CSEF-supported coalitions and regional networks, coordinating inputs from relevant GCE colleagues, and working closely with communications staff.
·Develop communication products to showcase the work of CSEF for external audiences.
·Support engagement with CSO representatives on the Global Partnership for Education Board and help maintain and update GPE section on GCE website.
·Support coordination and facilitation of civil society discussion forum and email lists. 

Person specification

Essential
·Good understanding of international development issues.
·Minimum 2 years experience working on programmes or projects related to civil society policy engagement or campaigning OR projects in the education sector.
·Strong understanding of programme design and logical frameworks, including links between
objectives, activities and budgets.
·Understanding of and commitment to rights-based approaches to programming.
·Commitment to and experience of working within diverse teams or networks.
·Excellent communication skills in English and the proven ability to write effectively for different purposes, including programme reports and summaries, news updates and advocacy briefings.
·Excellent attention to detail and ability to conform to the highest professional standards in developing programmatic materials and resources.
·Excellent interpersonal skills over email, by phone and in person, and ability to work well with others, including remotely.
·Strong ability to plan, organize and prioritize work, and the ability to meet tight deadlines under pressure.
·Self-awareness, sound judgement and personal initiative.
·Willingness to work flexibly, including additional hours on an exceptional basis at peak times, and to undertake significant travel.
·Strong commitment to GCE's mission and objectives, and to equal opportunities. 

Desirable
·Good understanding of international education policy issues.
·Ability to work in at least one of GCE's other official languages (French, Spanish, Arabic, Portuguese).
·Experience in designing or delivering training and/or capacity-building materials.
·Experience of support monitoring, evaluation & learning activities, including online monitoring and reporting systems.
·Experience of events management.
·Experience of working nationally in different countries in Africa, Asia, Latin America and/or the Middle East
·Experience of working with civil society campaigning networks and coalitions, and understanding of the dynamics including communication, coordinated action and campaigns, and cross-country learning.
·Knowledge of relevant international institutions such as the Global Partnership for Education, UNESCO, the World Bank, etc.
