The South Sudan Teacher Education Program (SSTEP) is a
three-year, nationwide program supported by the United States Agency for
International Development that focuses on strengthening primary school
education. The program will assist the
Ministry of Education set policy and management of the overall education
system, improve teacher performance through certification, accreditation, and
supervision, develop the Unified Curriculum for teachers, improve gender equity
in the education system, improve English language skills, and provide training
and learning resources. Activities will
be carried out at all levels, including through teachers, school
administrators, master tutors, inspectors, state trainers, gender advisors, and
officials in the Ministry of General Education and Instruction.

Summary: The Chief of Party
will provide overall technical, operational, administrative and financial
management in the field in accordance with EDC, funder, and host country
requirements; serve as the primary liaison with the donor and host country
counterparts; ensure coordination between numerous stakeholders and
participants; provide project compliance oversight and quality assurance for
all activities including budgeting, and monitoring and evaluation; supervise
staff and ensure adherence to EDC policies and procedures. In addition, the
Chief of Party will be expected to recommend prospective business development
opportunities; may conduct comparative or competitive analysis; convey
organizational philosophy and values; and may direct project, program, or
product development teams in planning for proposal submissions, drafting proposals,
and achieving agreed-upon objectives. This position is based in Juba, South
Sudan.
ESSENTIAL FUNCTIONS
The Chief of Party
has overall responsibility for leading and managing an international project’s
administrative, programmatic, technical, and operational aspects in the field —
in collaboration with Project Director and in accordance with EDC, funder, and
host country requirements — to achieve project success. Specific
responsibilities include:
Management
• Establishes, maintains, and is responsible for the ongoing
administrative and financial operation of project offices with accountability
to home office
• Develops and monitors budgets, records, databases, and
reference information and determines resource needs and oversees resource use
•Selects, hires, and supervises staff and subcontractors;
assigns roles & responsibilities; manages performance
• Oversees administrative and logistical coordination;
secures consensus about priorities and competing workload demands
• Manages and coordinates activities of subcontractors and
all partners to create synergy
• Meets contractual obligations including implementing
regulatory compliance directives appropriate to the host country & funder
• Develops policies and procedures to improve efficiency and
quality, in conjunction with the home office
• Negotiates and mediates effectively; organizes and coaches
teams
• Recommends prospective business development opportunities;
may conduct comparative or competitive analysis
• Travels when required
Technical
• Strategizes, sets priorities; leads implementation, and
reviews technical progress
• Supervises technical, management, and administrative
staff; directs and coordinates work of team leaders and/or project managers
• Oversees training programs, workshops, conferences, or
other collaborations
• Interacts with large numbers of program participants or
team members, guiding feedback exchanges, facilitating problem-solving, and
providing expertise
• May direct project, program, or product development teams
in planning for proposal submissions, drafting proposals, and achieving
agreed-upon objectives
Relationships
• Is a representative of EDC and the project in the host
country, interfacing with the ministry, or other government leaders, the
funder, and others; builds positive client, vendor, and funder relations
• Demonstrates diplomacy and leadership to foster an
atmosphere of teamwork, productivity, creativity, fairness, equity, and
innovation, in support of EDC’s commitment to diversity
• Is responsible for partnering successfully with home
office project director, the Administration and Finance division, expatriate
and local staff
• Fosters excellent communications among all parties,
including with EDC home offices
• Conveys organizational philosophy and values
Qualifications and
Requirements:
This position requires educational achievement; excellent
writing skills; demonstrable initiative, creativity, and flexibility; ability
to work independently and effectively in groups; and strong interpersonal &
organizational skills. Specific requirements:
• PhD or Master’s degree in technical area related to
education, with a preference for an academic background in teacher training and
professional development
• A minimum of10 years of directly relevant experience with
Master’s degree or 8 years of directly relevant experience with PhD, including
a minimum of 8 years supervisory/project management or program development
experience
• Proven technical expertise in several of the following
areas:
-Educational policy, teacher training, curriculum development,
educational certification and examinations systems, gender, and primary
education
• Previous USAID Chief of Party experience highly desired
•Outstanding leadership skills, strong interpersonal and
organizational skills including proven ability to facilitate and foster
collaboration amongst diverse stakeholders
• Proven ability to work independently and effectively in
groups, monitor and improve performance
• Excellent analytical skills and aptitude for details
• Capacity to work in difficult conditions and function well
under pressure
• Proficiency in English required; proficiency in the host
country language preferred
• Extensive international experience in a developing country
required, experience in South Sudan specifically and sub-Saharan Africa in general
preferred.
