Overall Responsibilities
The Partnership for Supply Chain Management (PSCM) is implementing the Supply Chain Management System (SCMS) project for the U.S. Agency for International Development (USAID) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR).
Since 2005, SCMS has provided technical assistance to central-level supply chain activities. Their on-the-ground experience coupled with the project’s access to 13 partner organizations within the Partnership for Supply Chain Management (PFSCM), best positions SCMS in Cote d’Ivoire to support USAID Cote d’Ivoire’s immediate goal to ensure the consistent availability of HIV commodities at PEPFAR supported services throughout Cote d’Ivoire.
Management Sciences for Health is a subcontractor on SCMS responsible for field office operation in CI.
Under the supervision of the Supply Chain & Logistics Advisor, the Supply Chain & Logistics officer will support the proper management of health supplies at regional, district and facility levels by providing direct technical assistance in all technical areas. He/she will work closely with all stakeholders to provide on-the-ground technical support for implementation and coordination of lower level activities in order to ensure and reinforce linkages between technical activities; integrate cross cutting areas into programs; and foster National-to-regional and region -to-region collaborations. The Supply Chain & Logistics Advisor will support the Medicines Management Supervisor at regional and district level to build their capacity and ensure that they are facilitated to carry out mentoring of health facility workers. He or She will work closely with Information Teams to ensure that health facility supervision data is regularly collected, analyzed and used for decision making. He/she will support the documentation and/or publication of activities and sharing of lessons learned and best practices. In addition, he/she will write progress reports according to SCMS and USAID requirements.

PLEASE NOTE: There are 3 open positions based in the following regions: Abidjan, Bouake Abengourou.

Specific Responsibilities
  1. Coordinate the health facility supply chain maturity activities
  2. Provide technical support to the M&E expert on logistics monitoring with special focus on key performance indicators for better planning and monitoring.
  3. Provide technical inputs to the development of relevant performance monitoring indicators and effectively monitor the performance of supply chain component through a structured mechanism.
  4. Provide technical assistance in ensuring regular, timely, and accurate reporting of logistics management data at all levels.
  5. Spend a considerable amount of time in the field, providing support to supply chain managers at lower levels gathering data and addressing logistics system problems.
  6. Represent the program at logistics management technical meetings with other cooperating agencies, collaborating partners, senior government officials and/or donor agencies and participate in various working groups as required.
  7. Work with stakeholders to develop the long-term capacity building plan for strengthening supply chain management systems and ensure effective implementation of the plan.
  8. Support Mentoring programme to facilities 
  9. Provide technical inputs in the development of training strategies and plans for national and regional level logistics system implementation activities, in collaboration with relevant team members and partners.
  10. In conjunction with computerization team ensure that workers are capacitated to use electronic system in collection, submission, analysis and reporting of supervision data
  11. Support initiation and implementation of the eLMIS project and the LMU 
  12. Work closely with the Admin and Finance Assistant to ensure that all services, equipment and supplies planned for pharmaceutical management capacity building at all levels are adequately managed and handled according to USAID and rules and regulations.
  13. Report regularly to the Supply Chain & Logistics Advisor on progress/results achieved in technical work plans, and resolve any challenges faced.
  14. Carry out additional responsibilities as may be assigned from time to time.
Qualifications
  1. Professional qualification in a health area including pharmacy technician, medicine, public health, experienced Logistician with at least two years’ experience.
  2. Work experience in providing pharmaceutical management services especially in the area of supply chain.
  3. Working experience in CI with knowledge and comprehensive understanding of the CI public health system.
  4. Experience working with logistics management information systems
  5. Demonstrated leadership, facilitation, and planning skills; demonstrated ability to advocate and mobilize resources for change
  6. Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals.
  7. Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, government officials, collaborators, and private-sector partners
  8. Willingness to be flexible and adapt to changing priorities and shifting deadlines.
  9. Demonstrated strong organizational, administrative and communications skills.
  10. Strong teamwork and team-building skills
  11. Experience in developing training curricula, materials and in delivering training to programs preferred.
  12. Strong French skills required, including ability to write lucid technical reports and documents.
  13. Demonstrated computer skills, including knowledge of Windows, Microsoft Word, Excel and Power Point.
  14. Previous experience in working with USAID initiatives or other large donor initiatives useful
  15. Ability and willingness to travel extensively throughout CI
