Consultancy - Edwards Evaluation

The role
Save the Children Sierra Leone is seeking a consultant to implement an evaluation of Giving Children Quality Education and Saving Children's Lives in Sierra Leone.
The Terms of Reference describe the objectives and scope of the required services, the expected outputs, deliverables and consultancy inputs, the reporting requirements and the arrangements for the management of the consultancy.
The purpose of the evaluation is to determine how well SC accomplished the project objectives, assess the overall impact of the program in relation to the health and education services in the district, and to identify remaining obstacles and challenges to be addressed over the next few years. Findings from the evaluation will provide direction and recommendations for the final phase of the Edwards Grant, and assist the district administrative bodies with their service planning. The product of the consultancy will be to produce a comprehensive evaluation report.
Objectives of the evaluation
The objective of the evaluation is to assess the project in terms of:
1. Outline the program impact / benefit to the district administrative bodies in relation to service provision.
2. Review the change in quality of service provision by teachers and health professionals.
3. Identify the impact on lives of children in relation to Primary Education, and Health of children under 5.
4. Identify the improvement and uptake of health and education services by communities.
5. Outline current challenges and obstacles to the uptake of services noting if these can be addressed by SC in the next phase of funding.
6. Identify best practices from health and education programme implementation that can be shared nationally and in future SC programmes.

Qualifications and experience
Essential
Education:
* Master degree in Health, Education, Sociology or anthropology
Experience:
* Proven research experience
* Understanding of Health and / or Education
* Experience working in Freetown urban areas of Sierra Leone
* Previous experiences with international NGOs
Desirable
* Action-oriented and evidence based approach and strong drive for results;
* Highly developed self-management, and communication skills;
* Proven ability to work well with teenagers, including younger pre-teens (10-13).
* Demonstrated computer literacy and use of data analysis software
