Deputy Chief of Party, Kenya HMIS

We assist governmental and non-governmental agencies, foundations, and the private sector by designing, implementing and evaluating programs in HIV/AIDS, sexual and reproductive health, population and family planning, maternal and child health, infectious diseases, and gender. Futures Group has deep expertise in policy and advocacy, research and strategic information, health markets and private sector engagement, modeling and economic analysis, patient monitoring and management/HMIS, strategic consulting, and program management.

Position Summary
Futures Group is currently recruiting for a Deputy Chief of Party (DCOP) to work under the leadership of the COP and will assist in the aspects of Kenya HMIS project operations, including administration, procurement, human resources, activities schedule and grants administration as directed by the COP.

Specific duties include:
  • Collaborate closely on a daily basis with the COP to provide leadership to the development and maintenance of a comprehensive strategy for implementing the activities mandated to the project.
  • As a vital member of the HMIS management team, the DCOP will work closely in collaboration with all senior project staff to provide project management and coordination among HMIS technical managers and serve as a member of the Project Management Team.
  • The DCOP will provide guidance and supervision to Technical and Program staff, who are charged with implementing programs within assigned areas of expertise.
  • Working with the senior and technical leads and headquarter-based leadership staff (PD/PI), ensure programs are designed according to Futures Group standards and industry best practices, program framework and regulations. Develop, assess and select proper strategy for the project implementation, considering performance, cost, time and scope constraints.
  • Collaborate with operations staff to develop and ensure program implementation is managed closely through the development and use of structured work plans and work plan management tools, indicator tracking sheets and approved monitoring plans.
  • Assist the M&E Specialist in the coordination and oversight of field officers for the EMR roll out.
  • Review the resource requests from the M&E Specialist which come from the regional advisors, implementers as well as managers and prioritize activities based on the project annual work plan.
  • Develop project monthly and weekly work plans by collecting input from senior managers and consolidating activities planned by M&E, Technical, DW and COP into single plan to be followed.
  • Provide a Risk Management Plan (includes risk identification, monitoring, and response) ad ensure proper controls are in place to ensure project scope, time, cost, quality and manage risks.
  • Sit on the Futures Group Kenya procurement committee and develop the project specific requirements.
  • Further HMIS opportunities and collaborations.
  • Organize cross project discussions and learning to improve effectiveness by documenting and sharing project best practices, challenges and next steps.
  • Perform any other duties assigned by the COP.

Position resides in Nairobi, Kenya
Travel up to 30% of time may be required

Qualifications
  • Bachelor's degree required, Advanced degree preferred
  • 8+ years implementing health programs in developing countries
  • Extensive knowledge and experience in national HMIS and M&E systems
  • Experience working with USAID or other USG agencies and programs or other international donors preferred
  • Ability to train, manage, and develop capacity with country-level staff
  • Excellent English speaking and writing skills
  • Application of operations research findings
  • Excellent project management software skills – prefer Microsoft Project
