DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION

The overall objective of the American Refugee Committee (ARC) International South Sudan program is to facilitate the successful reintegration of Sudanese refugees and IDPs to their original homes or designated host communities in South Sudan.  Operational in South Sudan since 1994, ARC International implements a multi-sectoral program that includes food & livelihoods security, water and sanitation, primary and reproductive care, HIV/AIDS and gender based violence prevention and response, and activities geared towards creating economic opportunities for returning populations. ARC has program activities in Central and Eastern Equatorial, Warap, Northern and Western Bahr el Ghazal and Upper Nile States.


PRIMARY PURPOSE OF THIS POSITION

The Gender Based Violence & Protection (GBV/Protection) Sector Specialist is responsible for the design, implementation and overall technical support/guidance and integration of the ARC International South Sudan Gender Based Violence & Protection (GBV/Protection) Program, working under the supervision of the Programs Director and in collaboration with Field Program Coordinators, Grants/Reporting Officer, Operations Coordinator, Finance Controller and Country Director. The Specialist will provide managerial oversight to designated Field Program Managers and provide technical support and coordination to the South Sudan GBV & protection teams as well as provides managerial oversight to designated field operations units. The Specialist is based in Juba, with extensive and frequent travel to field locations. The Specialist will have direct technical accountability to the ARC HQ based GBV & Protection Sector Advisor.


DUTIES/RESPONSIBILITIES
% OF TIME
Program Design & Development (30%)
  • Create or update the Gender Based Violence & Protection (GBV/Protection) Sector strategy for the ARC International South Sudan program and ensure its implementation
  • Along with GBV/Protection program staff, conduct needs assessments, identify new program opportunities and support strategic development of the ARC GBV/Protection programs.
  • Coordinate the development of new proposals and initiatives and securing of financial and other resources for the ARC GBV/PROTECTION programs.
  • Maintain ongoing relations with GBV/PROTECTION sector actors (donors, bilateral and multilateral coordination bodies, research organizations and academics, and relevant government institutions) in South Sudan with the view to improve program development and implementation

Program Implementation (30%)
  • Plan and coordinate the implementation of all ARC South Sudan GBV/PROTECTION interventions to be in-line with approved budgets, donor requirements and program deliverables and timelines.
  • Provide managerial oversight to staff and programs in all designated locations
  • Manage GBV/PROTECTION sector grants: develop regular work plans, reports, and budget forecasts and spending plans for GBV/PROTECTION sector activities.
  • Provide technical supervision of all ARC GBV/PROTECTION projects and promote the quality of the ARC GBV/PROTECTION programs.
  • Design and implement a Monitoring and Evaluation plan for all GBV/PROTECTION programs, in line with global ARC standards. This system should ensure that activity, impact and output data is captured in an accurate and efficient manner, and that programs are continually tailored to optimize quality and impact levels.
  • Create linkages between the different components of the ARC South Sudan GBV/PROTECTION program with a view to integrating the components into the overall GBV/PROTECTION strategy in order to put ARC in the position to cope with changing realities.
  • Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary.
  • Ensure that GBV/PROTECTION programs utilize standardized protocols, policies and guidelines, as prescribed by the South Sudan Ministry of Health, ARC and WHO and according to established best practices and ARC program framework.
  • Ensure solid management of pharmacy and all GBV/PROTECTION supplies at ARC supported GBV/PROTECTION facilities is in place.
  • Ensure proper and timely procurement of drugs, supplies and other GBV/PROTECTION program materials.
  • Working with logistics, ensures ARC asset management policies and procedures are being adhered at all ARC supported GBV/PROTECTION facilities.
  • Monitor the disease surveillance in the areas of responsibility, providing technical guidance and support to GBV/PROTECTION staff to make improvements to programs and services.

Coordination (25%)
  • Represent ARC to UN, international and national NGOs, and Ministry of Health, and all other GBV/PROTECTION sector forums to ensure that ARC actively participates in all GBV/PROTECTION sector initiatives.
  • Represents ARC to local communities, government departments, international agencies, local partners and donors on GBV/PROTECTION related activities.
  • Collaborate regularly with other sectors, especially the water and sanitation team, to monitor situation in the targeted communities, prepare for and respond to disease outbreaks.
  • Liaise regularly with the ARC Field Program Coordinators, and the HQ GBV/PROTECTION Technical Unit to provide updates on the program, discuss emerging challenges, and collaborate on the design of new programs or changes to existing programs.
Technical Support and Capacity Building (15%)
  • Identify training needs of staff and develop capacity building program to strengthen personnel base and implementation of programs.
  • Technically support and guide field level GBV/PROTECTION Coordinators and provide technical oversight to entire ARC South Sudan GBV/PROTECTION program.
  • Identify staffing needs and recruit suitable candidates for vacant positions.

EDUCATION, TECHNICAL SKILLS AND KNOWLEDGE REQUIRED
  • Masters Degree in Social Work, International Human Rights, Law or other related field.
  • Minimum 5 years international experience implementing GBV prevention and response programs in emergency and post conflict environments.
  • Strong knowledge of GBV/Protection best practice tools including IASC GBV Guidelines, GBV IMS, GBV SOPs, GBV Coordinators Handbook, etc.
  • Strong grant and staff management in post conflict/transitional settings.
  • Experience in participatory methods for community education and mobilization.
  • Excellent facilitation, training and research skills.
  • Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect.
  • Good communication skills, with good spoken and written English.
  • Excellent report writing, research documentation and presentation skills.
  • Demonstrated experience of monitoring and evaluating projects.
  • Fluent in English.

  • Familiar with the issues and cultures in South Sudan; and ability to interact with people at all levels, individually and/or in groups.
  • Willingness to live in shared accommodation.
  • Willingness to travel up to 40% of the time to field sites.
