Youth Skills Development Advisor

Project Summary
The project focuses on creating Youth Opportunities in Agribusiness and Sustainable Energy (YOASE) in Mozambique, Rwanda, and Tanzania and is funded by the MasterCard Foundation. It aims to sustainably increase youth employment and' income by skills and capacity development (PUSH) and subsequently link these youth to market opportunities for employment (MATCH) and enterprise development (PULL) in growth sectors that have concrete potential for employment creation.

Overall outreach of the project is 20,500 disadvantaged rural young people, of which at least 40 will be young women. The project aims to achieve access to direct employment and business opportunities in agriculture and renewable energy sectors. The objective is to create employment opportunities and improved incomes through employment creation and new youth-led agri-businesses.

Overview of the Position
The overall role of this position will be to provide support to the implementation of the skills development component of the project. For ihis position, SNV is looking for an expert in "soft skills development", including
  • Basic skills training: Life and leadership; ICT; Communication skills; Integrity skills
  • Entrepreneurship development: Basic Business and Finance literacy; Entrepreneurial mind set; Coaching in entrepreneurial skills e.g. Opportunity Identification 


Soft skills will be complemented by technical training in Agriculture and Renewable Energy sectors. The candidate will be working with specialized technical assistants (TA) responsible for technical training tailored to the two sectors.

The candidate will be responsible for achieving the project target of developing youth as future leaders and entrepreneurs by providing the necessary basic life and leadership skills and entrepreneurial skills. S/he will work through national and local implementing partners who will be engaged in the design and delivery of the skills development component of the project. The position requires frequent in-country travel with minimal international travel expected for cross country learning.

Key responsibilities:
  1. Strategic; Support the development and implementation of youth skills development plan. Develop and update a map of youth skills gaps, as well as opportunities and labour requirements in the market, with a special emphasis on young women.
  2. Provide technical assistance in curriculum & skills development; engage and support national and local institutions in the design of curricula and the delivery of training in order to achieve quality targeted results.
  3. Partnership and relationship development; Liaise with government, private sector and civil society stakeholders to prepare and roll out a skills development component, in the realm of supporting job placement and match-making between skills development and demand from prospective employers.
  4. Results measurement; monitoring and quality control of services provided by third parties; track progress with regard to employability and opportunities for youth-led enterprise creation. 


Requirements
  • Master's degree in any field relevant to youth skills development.
  • Demonstrated ability to desiqn and deliver effective programming in youth skills development, with a minimum 5 years of relevant work experience.
  • Knowledge of Tanzanian education policies especially the vocational skills development.
  • Affinity with engaging productive sector in skills development strategies for out-of-school youth.
  • Strong interpersonal skills; creative and flexible.
  • Excellent written and oral communication and presentation skills in both English and Kiswahili.
  • Strong computer skills in MS Word, and PowerPoint.

Length of contract: Two (2) years with possibility of extension within this five year project
