Senior Wash Advisor Sanitation
Based in Mwanza, Tanzania

SNV Netherlands Development Organization is an international NGO with a trusted presence in Tanzania for more than 40 years.  Currently SNV is working throughout mainland Tanzania in three main sectors of Agriculture, Water and Sanitation Hygiene (WASH), and Renewable Energy (RE
The SNV Tanzania programme in the WASH sector develops and applies innovative solutions for increasing access to water and sanitation in rural and peri-urban Tanzania.

SNV focuses on four Programmatic areas:
  • Rural Water Supply: supporting districts to (i) improve functionality of rural water facilities by strengthening capacities of local communities to manage their water supply; and (ii) develop the political and planning capacities of local government authorities for more effective monitoring and  planning and  equitable resources allocation (using of water point mapping data) 
  • WASH in Schools: working in partnership with other International and national organisations, supporting the Government to develop and pilot the National School WASH guidelines and working closely with LGAs and school communities to improve the situation of WASH in schools.
  • Peri-urban and small town water supply program provides capacity building and technical back-up support to small utilities to improve their performance and outreach of their services (currently in pilot phase)
  • Sustainable Sanitation and Hygiene for all: innovative approaches in sanitation and hygiene promotion that is technically suitable, culturally acceptable and economically sustainable (currently in identification phase).

Responsibilities

Job Description of a  Senior WASH Adviser:
  • To facilitate Multi-stakeholders processes -  Helping actors at all levels to be informed of and react to, and where appropriate exploit opportunities from one another’s actions,
  • Providing day to day management of specific projects under WASH sector
  • To promote gender and social equity
  • To negotiate and mediate around conflicting interests and agendas
  • To foster data and information collection, processing, management and dissemination,
  • To develop creative learning systems and structures
A. Advisory Services
  • In coordination with other SNV advisors and local service providers in capacity building (LCBs)  WASH Programme
  • Participate in Monitoring and Evaluation of WASH project activities, while actively being engaged in the day-to-day implementation of project activities.  Lend general support to WASH Advisors with a focus to up-scaling and complementary partner initiatives. 
  • Organizational capacity building of national and local WASH stakeholder platforms, including  TAWASANET
  • Provide on-the-job technical assistance, advisory and coaching to partners, local service providers (LCBs, consultants) and clients in the project as well as other WASH programs especially in the area of market based approaches for scaling up sanitation

B. Knowledge Development & Learning
  • Participate and contribute to sector events (workshops, training, learning events, etc) that initiate constructive means and channels for on-going advocacy and dialogue with relevant public-private agencies (MoW, ME&VT, MH7SW, PMO-RALG)
  • Develop, expand and maintain effective and efficient networks with relevant sector stakeholders at local and national levels and identify potential partners in the sector.
  • Ensure up to date contextual analysis within the WASH sector in Tanzania and beyond, identifying and interpreting emerging opportunities, barriers and threats to the SNV strategy and services.

Candidate profile

  • Innovative, entrepreneurial, business oriented.
  •  Leadership, coaching and self-reflection skills.
  •  Good team player, pragmatic, hands-on, negotiator with solution orientated approach.
  •  Readiness to work and travel in rural districts with minimal amenities.
  •  Excellent written and verbal communication skills (in Kiswahili and English

Key Qualifications and Experience

  • A minimum of  a Degree in Water Engineering, or Social Science,  Water Resource Management, or  Social Science, or an equivalent;
  • Proficiency in computers and Microsoft word
  • Demonstrated capacity in Water service management
  • A minimum of six years relevant working experience in water supply services three of which in rural water supply and sanitation

Contract duration: 3 years National Contract

Desired start date: 1st February 2014
