Scope:
The Health Coordinator will be the focal point for health care programs in South Sudan. The Health Coordinator will ensure the implementation of a quality primary healthcare program in communities in Northern Bahr el Ghazal and Unity States, with the possibility of expansion, in accordance with accepted national and international standards. The IRC has been supporting 35 primary health care facilities and is currently collaborating with the Ministry of Health and the Health Pooled Fund (HPF) to transition towards a county-led, county-wide health service delivery system. The IRC has made significant contributions towards improving reproductive health care services in its areas of operation and continues to prioritize reproductive health care through additional funding streams. This includes the provision of RH services for the refugees in northern Unity State at the Women and Girls’ Wellness Centres. The Health Coordinator will be responsible for maintaining regular contact with all partners, including the Ministry of Health, UN agencies and other NGOs.
The Health Coordinator supervises the HPF Coordinator, three reproductive health managers and an emergency health response manager and reports directly to the Deputy Director of Programs.
The position is based in Juba with regular trips to IRC’s primary and reproductive health programs throughout South Sudan.
RESPONSIBILITIES
- In collaboration with the HPF Coordinator, the RH Managers, the Emergency Health Response Manager and the Deputy Director of Programs, oversee the implementation of primary and reproductive health programs and ensure that stated goals and objectives are met, that projects are appropriately monitored and evaluated, and that reports are written and submitted in a timely manner.
- Supervise and work with the HPF Coordinator towards the set targets and aims of the HPF programming, building the capacity of the county health departments to provide direct service provision in all its aspects.
- Ensure sound data collection and information management systems are in place for analysis and action based on identified needs.
- Provide technical support to the health program from program design, proposal development, reporting, monitoring and evaluation ensuring that IRC programs are of high quality and that programs are driven by data and learning, working in conjunction with the Grants Unit, Deputy Director of Programs and the technical units.
- Work closely with the Community Case Management (CCM) Coordinator to ensure that both the health and iCCM programs (Integrated Community Case Management of sick children under 5 and child nutrition) are in line and that health and iCCM staff collaborate on a daily basis in the field sites.
- MANAGEMENT
- Provide constructive supervison to the HPF Coordinator, RH Managers, Emergency Health Response Manager and other program staff to develop work plans to guide implementation of approved grants. Support the Field teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments IRC made to the donor and the community.
- In collaboration with program managers, review Budget vs. Actual expenditure for health programs on a monthly basis with staff.
- Ensure training and ongoing capacity building opportunities for South Sudanese health staff on technical and managerial issues, such as primary and reproductive health care and project management.
- Ensure a smooth functioning of health related supply systems through a combination of state and external supply systems.
- Oversee strategic projects (determined by the country program) to ensure proper implementation and outputs are met while finding a balance between the donor requirements and beneficiary needs.
- PROGRAM DEVELOPMENT
- Develop and implement a country sector strategic plan for South Sudan, ensuring that program growth is in line with country strategic plans.
- In coordination with the Deputy Director of Programs, Program staff, Grants Unit and Technical Unit guide primary and reproductive healthcare proposal development activities through planning and program design with relevant field-based staff.
- Explore, jointly with the CCM Coordinator, options and opportunities for integration between health and iCCM programs.
- REPRESENTATION AND ADVOCACY
- In coordination with the Deputy Director of Programs actively develop and maintain effective working relationships with key stakeholders in South Sudan including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
- Develop strategic partnerships with local organizations, wherever possible.
- Regularly attend Health Cluster meetings and feed in IRC priorities at Juba-level meetings.
- Upon request by the Senior Management Team, organize and facilitate field visits for stakeholders interested in IRC primary and reproductive healthcare programming in South Sudan.
- Represent the IRC on the Health Forum Advisory Team
Requirements:
- Health professional (MD or RN with a MPH is preferred) with strong public health background.
- Five years experience in coordinating, implementing and managing health programs in developing countries and/or refugee settings.
- Background in situation analysis, health assessments and program implementation.
- Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions
Work Environment:
Security level yellow- standard precautions apply. Concerns include common criminality, presence of armed troops, and tribal violence.
Housing :
Lodging in Juba is in a private bedroom, with en suite bathroom, in a shared IRC guesthouse. In field sites sleeping accommodations range from tent to traditional hut to permanent structures. Field compounds have latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual’s responsibility. |
