countries where we work.
SNV Kenya is responsible for delivering the focal areas of
the Africa Biogas Partnership Programme (ABPP II). The Africa Biogas
Partnership Programme (ABPP) started in 2009, operating in Burkina Faso,
Ethiopia, Kenya, Tanzania and Uganda, managed by Hivos now and implemented with
SNV’s technical assistance. Under this initiative, programmes are developing a
commercially viable, market-oriented biogas sector that supports the use of
domestic biogas plants as a local, sustainable energy source. The (adjusted)
target of the programme amounted to 54.000 digesters in 5.5 years.
At the end of August 2013, almost 32,000 digesters were
commissioned under ABPP-I, and the total production will probably reach 35,000
by the end of the year. Programme partners are currently formulating a second
phase to the programme. ABPP-II will be targeting commissioning 100,000
additional domestic bio-digesters over the period 2014-2017, if approved.
Programme focal areas for further development of the sector
include strengthening the biogas private sector performance, reduction of
investment costs, increasing the availability of consumer credit and company
overdraft credit, and improving bio-slurry application.
In ABPP (phase I and II) SNV plays a central role in
providing technical assistance to the country programmes, and for phase II
the programme focal areas will form the main body of SNV’s work. It is in light
of this that SNV Kenya is looking for a Chief Technical Advisor. In terms of
functional relations, the advisor will report directly to the Country Director
of SNV Kenya and maintain close contact with the Hivos fund management team and
SNV country programmes. S/he also will maintain close contacts with SNV country
management; including Renewable Energy (RE) sector leaders and (regional)
advisors in the various programme countries s/he also will maintain close
contacts with the National Implementing Agencies and the biogas programme
management
Responsibilities
- Through
assignment agreements, guide/coach SNV biogas advisors in their tasks in
the various programme countries
- Coordinate
and monitor the technical assistance provided to the programme by SNV and
support the country programmes on managerial and technical (focal areas)
aspects.
- In
terms of Vision s/he stimulates and contributes to the development of a
clear strategic orientation for the programme as a whole as well as the
country programmes. To that extent, the ABPP CTA will be a member of the
ABPP programme committee.
- Ensure
that SNV’s teaming agreement’s requirements are properly identified,
articulated, and implemented, liaising timely with ABPP/Hivos, NIA and
national programme staff and SNV country management (including RE-sector
leaders and advisors).
- Provide
advisory services, mostly as articulated in Assignment Agreements, on
general programme implementation (managerial and technical), specializing
on one of the focal areas (private sector development, affordability,
consumer and company credit, bio-slurry).
- Lead
the content monitoring / evaluation.
- Contribute
to ABPP-wide annual plan and mid-term review formulation and annual report
assessments.
- Being
pivotal in ensuring knowledge and experience is shared timely across the
programme countries for which the ABPP-CTA will organize appropriate
events. The ABPP-CTA will further ensure proper documentation of the
(capacity building aspects of) the programme.
- Being
pivotal in scanning for opportunities and development of funding proposals
(for components) of the programme.
Candidate profile
- Proven
advanced level of strategic and programmatic thinking
- Knowledge
of (domestic) biogas
- Experience
in sector approach and rural development
- Proven
programme and team management skills (team player with seniority)
- Excellent
communication skills (verbal and written)
- Private
sector development experience
- 10
years’ experience in the above fields
Contract Duration:
2 years with possibility of extension by 2 more
years subject to good performance
