Overall Responsibilities
MSH is recruiting for senior-level managers and technical
experts in anticipation of a procurement for a five-year project to support the
Government of Rwanda by implementing an integrated health system strengthening
program which provides high quality, high-impact and client-oriented health
services to the Rwandan population in a sustainable manner.
Specific Responsibilities
The Senior Technical Advisor for Civil Society Organization
(CSO) Capacity Building develops and conducts leadership, management, and
governance trainings for managers and other stakeholders in local CSOs. S/he
contributes to the design of strategies for implementing institutional capacity
development across multiple clients, utilizing existing resources, according to
client’s greatest needs, with awareness of cultural and political
sensitivities, and according to donor expectations and timeframes. S/he conducts
needs assessments; creates and implements action plans; scales up technical
assistance; and institutionalizes the adoption and sustainable use of tools and
approaches by building client awareness of current gaps, achieving buy-in on
the viability and need for an tool or approach, S/he builds and manages
professional relationships with key stakeholders, and provides reliable,
high-quality follow through on all obligations to clients and other parties.
The Senior Technical Advisor identifies individual health and development
professionals, larger NGOs, and training institutions to assist with
implementing technical assistance.
This position is subject to project award and funding.
Qualifications
The ideal candidate should possess a Master's level education
in business administration, public administration, training or a related field
with a minimum of eight years of experience with a progressively increasing
responsibility in the areas of training and human capacity development.
Experience implementing training and human capacity development and/or
organizational development programs is essential; preference will be given to
candidates with experience working with civil society organizations or local
NGOs. The ideal candidate should possess demonstrated ability and flexibility
to work in an environment in which tasks are continually being requested and
goals and deadlines frequently re-assessed. This role requires well-developed
planning, anticipation, implementation, leadership, and project management skills,
combined with a practical roll-up-your-sleeves, ‘can do’ approach. Superb
relationship management skills are essential; the candidate should have
demonstrated experience developing and maintaining productive working
relationships with collaborators, donors, and other partners. Effective
communication skills are also essential. Advanced proficiency in English is
required; French and Kinyarwanda language skills are required. The candidate
should be willing to travel within Rwanda as needed.
