PURPOSE OF POSITION:
The Position exists to support program development (growth in resources, depth of responses and learning), design, monitoring, evaluation, and internal capacity building for the eastern DRC Zone.
KEY RESPONSIBILITIES:
Program Development, Assessment and Design:
- Conception
and execution of community assessments.
- Designing
relevant interventions based on assessment findings.
- Provide
leadership in proposal development.
Ensuring implementation compliance through monitoring, Reviews and Evaluation:
- Oversee
development of M&E plans.
- Designing
Evaluation Terms of Reference (TOR).
- Supervising
Evaluations.
- Facilitating
Review Meetings.
- Oversee
establishment of Accountability mechanisms.
- Enforcing
feedback mechanism for community complaints.
- Monitoring
project implementation from a quality perspective using appropriate tools.
Stakeholder Liaison, networking and resource mobilisation:
- Identify
strategic partners for both resource mobilisation and implementation.
- Attend
relevant cluster/key stakeholder meetings.
- Conduct
donor mapping.
- Develop
a resource mobilisation plan for the WV operations in Eastern DRC.
Capacity building on Quality Assurance:
- Identify
capacity gaps.
- In
consultation with P&C (Human Resources) department develop a capacity
development plan.
- Implement
the plan.
Innovation and improvement:
- Gather
and document promising practices.
- Ensure
application of innovation in programming and operations.
Staff supervision, mentorship and coaching:
- Conduct
performance manage for the Program Officer, M&E Officer and other
staff under the QA department.
To assume personal responsibility for career development
KNOWLEDGE, SKILLS & ABILITIES:
Required:
- Advanced
degree in International Development, Humanitarian Affairs or other social
science related field.
- Good
knowledge of design, monitoring and evaluation.
- Knowledge
of Standards and principles used in Humanitarian Programs.
- Facilitation,
negotiation and analytical skills.
- Developed
writing and presentation skills.
- Spoken
and written English and French languages.
- Strong
understanding and commitment to WV’s values, strategy and standards.
Preferred:
- Previous
work in conflict/post conflict /HEA setting.
- Demonstrated
people and team skills.
- At
least 5 years in project cycle management.
