Job Summary
We are seeking experts with a background and expertise which
includes all of the following:
- A
relevant university degree (preferably a Masters equivalent or above) in
economic, financial or similar subjects
- A
minimum of 10 years professional experience in providing advice and
capacity building expertise in Public Finance Management and control, both
through the development of training courses as well as on-the-job
training.
- A
minimum of 5 years’ experience providing advice, guidance and capacity
building expertise in national and, particularly, parliamentary budgetary
planning and performance monitoring
- Highly
experienced in providing advice and guidance in the development o national
economic, fiscal and budgetary policies
- Strengthening
economic governance and fiscal accountability
- Public
Expenditure and Financial Accountability (PEFA)
- Previous
experience working closely with or within national planning or finance
ministries
- Knowledge
of the PFM and budgetary aspects of decentralisation processes would be an
asset
- Ideally
with the above experience in southern or eastern Africa
- An
excellent communicator with the ability to liaise effectively at high
level across government ministries
- Fluency
in both spoken and written English is also essential
Key Responsibilities
To provide technical assistance Support to the
National Assembly in Zambia, to enhance economic governance in Zambia by
strengthening Public Finance Management and accountability processes.
