Overall Responsibilities
MSH is recruiting for senior-level managers and technical
experts in anticipation of a procurement for a five-year project to support the
Government of Rwanda by implementing an integrated health system strengthening
program which provides high quality, high-impact and client-oriented health
services to the Rwandan population in a sustainable manner.
Specific Responsibilities
The Senior Technical Advisor - Human Resources for Health
(HRH) provides technical depth, vision and guidance to support Ministry of
Health initiatives, contributing expertise in HR planning, management and
development to enhance the skills of the Rwandan healthcare workforce. The
Senior Technical Advisor provides supply and demand modeling, contributing to evidenced-based
policies that promote workforce sustainability, particularly with regards to
employee engagement, motivation, and retention. S/he ensures the technical
validity of studies, interventions, monitoring and evaluation, and
documentation of HRH activities, and will provide counsel and support in
decision-making processes related to technical activities. He/she leads and
directs the conceptualization, standardization, development and implementation
of HRH strategies and interventions to strengthen results, organizational
impact, and ultimately improve health outcomes.
This position is subject to project award and funding.
Qualifications
The ideal candidate should possess a Master’s degree in
human resource development/ management, training, public administration or
closely related field with a minimum of eight years of experience in health
workforce planning and development, along with experience developing and
implementing innovative HR systems for sustainable process improvement.
Experience leading change, institutional reform and organizational development
is desired; both public and private sector experience is an asset. Superb relationship
management skills are essential; the candidate should have demonstrated
experience developing and maintaining productive working relationships with
collaborators, donors, and other partners both in the private and public
sectors. Advanced proficiency in English in required; French and Kinyarwanda
(and/or Swahili) language skills are required. The candidate should be willing
to travel within Rwanda as needed.
