PSI seeks entrepreneurial, dynamic candidates with significant
technical expertise in social marketing and total market development for the
position of Chief of Party for a USAID Social Marketing Project in Tanzania.
This position will be based in Dar es Salam reporting to the Country
Representative with a tentative start date of January 2014.
RESPONSIBILITIES:
- Responsible for the overall financial and programmatic management of the TSMP, including all donor deliverables, reporting and work plan development.
- Manage the day to day relations with USAID, and ensure USAID maintains confidence in its flagship social marketing project in Tanzania.
- Monitor and report on key total market indicators for condoms and oral contraceptives in Tanzania.
- Lead intensive efforts to increase local technical capacity in social marketing and the total market approach through training and mentoring of T-MARC Tanzania, a local non-PSI social marketing organization
- Act as key liaison point between PSI/Tanzania and T-MARC on key project implementation issues.
- Working closely with PSI/Tanzania’s grant manager, ensure project implementation follows all USAID grant terms and conditions.
- Work closely with PSI/Tanzania teams to ensure elements of the TSMP workplan delivered through PSI/Tanzania are completed in a timely fashion.
- Provide programmatic and technical support to T-MARC’s marketing, communications and sales departments for HIV and reproductive health program areas, and identity appropriate technical inputs that PSI can provide through STTA and consultancies.
- Expand, monitor, and identify opportunities for increased efficiencies of distribution channels through public and private sector
- Lead and monitor the development of budgets and marketing and annual work plans for T-MARC
- Assist in design, implementation and oversight of research activities, working closely with research and marketing departments to assure research is driving an ‘evidence to action’ approach to social marketing activities
- Assist in the development of external relations, in particular with government, NGO, donors and the private sector
- Assist the Country Representative with other duties as necessary
QUALIFICATIONS:
- Relevant post-graduate degree (MBA, MIA, MPH, etc.) or equivalent experience in related field
- At least five years of experience in programmatic and financial management of large donor funded marketing and communication programs
- Knowledge of PSI methodologies in research and marketing, communications and distribution
- Specific knowledge in logical frameworks, the PERForM research methodology, and the total market approach
- Knowledge of consumer marketing concepts and approaches
- In-depth knowledge of international development and HIV, family planning and maternal child health issues
- Capacity-building experience in a developing country
- Creativity and entrepreneurial outlook
- Excellent oral and written communication skills
- Experience in managing USAID projects as COP or DCOP preferred
- Ability to work efficiently and quickly in a fast paced environment
Preference will be given to candidates with exceptional
diplomatic skills and an understanding of PSI country platform contexts and
operating realities.
