Chief of Party/Technical Services Advisor, Lesotho

PSI seeks experienced candidates for the position of Chief of Party/Technical Services Advisor (COP/TSA) to support PSI/Lesotho’s mission to ensure that all Basotho have access to quality HIV and AIDS products and services by any evidence-based means.
The COP/TSA leads a team of technical specialists and local partners to develop strategies, tools, and human capacity necessary to implement communication and technical assistance programs. This position is based in Maseru, Lesotho, reports to the Country Representative, Lesotho and directly supervises four Managers, one Technical Advisor, and four local partners. Ideal start date is April 2014.

RESPONSIBILITIES:

As Chief of Party—
  • Responsible for overall achievement of program objectives and targets and leadership to a core implementation team and local partners
  • Serve as the MOH and USAID’s main point of contact on the program
  • Offer guidance in the development, implementation and management of evidence-based programming that is in-line with organizational and international best practices, national health strategies, and PSI minimum standards
  • Ensure that research results are used to identify priorities and drive intervention strategies
  • Guide implementation team to set and achieve annual targets and monitor their performance
  • Expand, monitor, and identify opportunities for increased efficiencies and cost effectiveness and ensure best value for money
  • Ensure the effective use and coordination of donor resources and the compliance of the financial systems and controls with USAID standards
  • Coordinate and/or review donor reports, including financial and other reports as required by donors and PSI
  • Develop and maintain strong external relations, in particular with government, donors, and public and private sector partners

As Technical Services Advisor—
  • Lead PSI/Lesotho’s four Technical Services departments (Communication, Training, Research, and Innovations), overseeing work planning, budgeting, and staffing activities.
  • Provide technical support to PSI’s HIV testing and counseling program, helping to introduce innovations to increase the efficiency and measurable health impact of those interventions, including strategies to improve linkages and tracking of referrals to post-test care services.
  • Contribute to communication and marketing activities by supporting the preparation and/or updating of annual marketing plans for combination HIV prevention and HIV testing and counseling programs.
  • Ensure the implementation of quality assurance and improvement systems by coordinating technical and program staff inputs, designing and/or maintaining tools and systems to support and document regular internal and external program audits.
  • Oversee all platform-level research, monitoring, and evaluation activities, ensuring close linkages between research results and program decision-making by advising on program adjustments in response to emerging data.
  • Provide tailored capacity building to senior technical staff through training, coaching, and shared oversight of activities.
  • Guide program staff in the design of new interventions in the areas of condom social marketing, HIV counseling and testing, and reduction of multiple and concurrent sexual partnerships.
  • Lead technical aspects of new business development processes, including proposal writing.
  • Serve as a key member of the platform’s executive team, contributing to strategic planning and decision-making on a regular basis.
  • Maintain regular and strong government, stakeholder, and partner relations, representing PSI/Lesotho as needed at local technical and programmatic fora.
  • Other duties, as required.

QUALIFICATIONS:

  • 5-7 years of relevant professional experience. Substantial field experience strongly preferred.
  • Graduate degree in public health, international development, marketing, or related discipline.
  • Experience managing USAID projects and familiarity with USAID policies and procedures (required); experience developing and managing project budgets (required).
  • Demonstrated understanding of current research and programmatic best practices in HIV prevention, especially communication and combination prevention approaches; significant experience in HIV testing and counseling programs preferred.
  • Experience leading teams in project implementation, with demonstrated ability to motivate and build capacity of staff; experience training strongly preferred.
  • Exceptional written and oral communication skills.
