Overall Responsibilities
MSH is recruiting for senior-level managers and technical
experts in anticipation of a procurement for a five-year project to support the
Government of Rwanda by implementing an integrated health system strengthening
program which provides high quality, high-impact and client-oriented health
services to the Rwandan population in a sustainable manner.
Specific Responsibilities
The Senior Technical Advisor, Health Financing, supports the
Government of Rwanda’s efforts for the long-term financial sustainability of
its health sector and has accountability for developing and implementing
programs to strengthen health financing mechanisms in both the public and
private sector levels. S/he develops the capacity of Ministry of Health (MOH)
staff in financial planning and sustainable management systems as well as
strengthening their use of data for decision-making and policy formulation.
S/he assists the central and district-level MOH staff in developing their
strategic and operational planning skills. S/he works with the MOH and partners
to conduct studies to build the evidence for developing and implementing the
national health financing policy.
This position is subject to project award and funding. International relocation and allowances may be available.
Qualifications
The ideal candidate should possess a PhD (with four years of
experience) or Master’s degree (with eight years of experience) in health
economics, health policy or other closely related field and progressively
increasing responsibilities in the area of health care financing related to
health care service delivery, in developing countries, and preferably in
sub-Saharan Africa. Knowledge of Rwanda’s public and private health sector is a
strong advantage. The ideal candidate should have previous experience working
in one or more of the following areas: health financing policy development,
national health accounts, public expenditure reviews, development of provider
payment mechanisms, social insurance or universal health coverage. Strong
demonstrated leadership, analytical, and organizational skills as well as
demonstrated ability to quickly assessing priorities and opportunities and
managing a variety of activities with attention to detail are essential.
Demonstrated success building and maintaining partnerships with key
stakeholders and senior-level government officials, local organizations, and
representatives from international agencies are critical. Fluency in
English is required; French proficiency is an added advantage, and local
languages are a plus. The candidate should be willing to travel within
Rwanda as needed.
