Senior Women’s Protection And Empowerment (WPE) Manager

The Senior Women’s Protection and Empowerment (WPE) Manager is responsible for the supervision of three expatriate WPE Managers and one national WPE Manager. She/he will oversee and provide direction to the gender-based violence (GBV) programs in a few targeted states across South Sudan. The Senior WPE Manager will work with the WPE Coordinator to manage recent and upcoming WPE program growth.

BACKGROUND:
 More than two decades of fighting in South Sudan decimated already-meager basic services and systems to protect women and girls from violence. Six years after the end of the war, reconstruction programs have been slow to address the human rights of women, and the legacy of conflict has resulted in a heavily militarized society in which violence is common. Within this context, IRC South Sudan seeks to address gender-based violence by supporting service delivery for survivors and technical capacity for partners, challenging gender inequalities, promoting women’s rights, and contributing to social, political, and economic environments in which women are safe and empowered to enjoy these rights.

SCOPE OF WORK: 
The Senior Women’s Protection and Empowerment (WPE) Manager is responsible for the supervision of three expatriate WPE Managers and one national WPE Manager. She/he will oversee and provide direction to the gender-based violence (GBV) programs in a few targeted states across South Sudan. The Senior WPE Manager will work with the WPE Coordinator to manage recent and upcoming WPE program growth.
The Senior WPE Manager is supervised by the WPE Coordinator and is based in Juba with travel to targeted states, i.e., Central Equatoria, Northern Bahr el Ghazal, Lakes and Unity States. 

RESPONSIBILITIES: 
Program Management & Development
  • Oversee the implementation and coordination of GBV prevention and response activities in targeted states to ensure the program is implemented according to schedule and budgets, international standards, and that WPE program objectives are met.  
  • Establish networks with UN, NGO, and community partners to promote technical capacity and strengthen the GBV referral pathway and ensure survivors’ access to safe, timely and confidential health and psychosocial care.
  • Develop, modify and ensure monitoring and evaluation systems are in place to measure and demonstrate national project impacts and inform ongoing program design.
  • Work with WPE Managers in targeted states where IRC WPE programs exist to support strengthened capacity of service providers, organize and facilitate trainings and mentoring to relevant state actors and IRC staff, establish and maintain partnerships, coordinate quality GBV prevention and response activities, and monitor and evaluate project impacts.
  • Initiate and/or support GBV response and prevention program components and initiatives like GBV case management systems, the GBVIMS, Caring for Child Survivors, and SASA! in collaboration with the WPE Coordinator.
  •   In collaboration with the WPE Managers in targeted states, manage technical partnerships with women’s groups and service providers to lead growth and sustainability of women’s leadership platforms and services for women and girls.   
  • Participate in the development of proposals, budgets and concept notes in coordination with the WPE Coordinator, DDP, Grants team, and HQ Technical Unit.
  •   Contribute to the development of the Country Sector Strategy for the South Sudan WPE Program.
 Staff Management
  •   Provide ongoing supervision, leadership, mentoring, training and technical support and guidance to the WPE Managers in targeted states, and ensure all WPE staff adhere to best-practice principles in all aspects of program implementation.
  •  Ensure Performance Management System documentation for the WPE Managers are in place and followed up regularly.
  • Support WPE Managers to create capacity development plans in place for the national WPE teams based on documented capacity needs assessments exercise.
  • Ensure the WPE Managers in targeted states understand and follow IRC and donor policies and procedures.
 Grants Management and Reporting
  • Oversee and monitor GBV grants in targeted states, ensuring activities are implemented according to budgets and timeframes, and that program objectives and targets are met.
  • Participate in and contribute to relevant grants meetings for the grants implemented in targeted states.
  •  Review internal and external reports prepared by the WPE Managers within agreed deadlines using IRC and donor formats, as required.
  • Monitor the project budget and review monthly spending updates (Budget vs. Actual), ensuring all budget expenditures are allowable and allocable according to IRC and donor regulations. 
Collaborate with WPE Coordinator to develop corrective plans for budget issues.
 Representation & Coordination
  • Represent the IRC at partner and donor meetings as necessary in collaboration with the WPE Coordinator and DDP.
  • Develop and maintain effective working relationships with relevant stakeholders to enhance cooperation and coordination.
  • Support the WPE Coordinator as requested.
REQUIREMENTS:
  • Masters Degree in gender studies, health, social work, humanities or other related discipline.
  • Minimum of four years overseas professional experience in program management and implementation in the area of GBV, including direct service provision to GBV survivors and GBV response-related activities, and preferably within a humanitarian or post-conflict environment. 
  • Solid experience in expatriate staff management in a cross-cultural environment required.
  • In-depth understanding of the root causes of GBV, related international standards, and GBV prevention and response strategies.
  • Familiarity with WHO Clinical Management of Rape (CMR) guidelines or IRC Clinical Care of Sexual Assault Survivors (CCSAS) guidelines.
  • Ability to work under pressure and without daily supervision.
  • Strong interpersonal, intercultural and communication skills.  
  •  Fluency in English. Excellent oral and written skills and computer skills.
  • Additional qualities: ability to multi-task, handle pressure, improvise, and be a good team player.
 Work Environment:
Security level yellow - standard precautions apply. Concerns include common criminality, presence of armed troops, and tribal violence.
 Housing: 
The position is based in Juba. Lodging is a private bedroom in a shared IRC guest house – with electricity, internet and cable TV. Food is the individual’s responsibility. Field office housing is more basic, i.e. in traditional huts or tents with separate shared latrines and showers.
