SNV concentrates its capacity development services in programs with demand driven change processes in Agriculture, Renewable Energy (including REDD+) and Water, Sanitation and Hygiene, with the objective to improve the livelihoods of low income people.
SNV provides advisory services for solutions with local impact, and plays a role in knowledge networking and advocacy, building on linkages between local and international presence and expertise. To achieve impact at scale, SNV implements a programme approach with our local partners, built within a strategic framework of local and international priorities. We focus on systemic change and local ownership and provide contextualized solutions for development impact at scale.
Public and private funds are mobilized for program implementation, including costs of SNV staff and overhead.

Leading SNV Ghana Country programme
Ghana is a dynamic, emerging economy, with a huge potential for SNV to respond to market trends and achieve meaningful results for small and medium sized enterprises and low income households. As country director in Ghana, you will be leading a country program with currently a workforce of over Forty five (45) members, a rapidly increasing number and volume of externally funded projects in the 3 sectors, and a budget of over four million five hundred thousand euros (€4.5m) in 2013, including a targeted amount of one million five hundred thousand Euros (€1.5m) external revenues. Moreover, projects in Liberia and Sierra Leone are currently managed under the responsibility of the SNV Ghana director.
Main challenges for the coming years are business development to have the Ghana program fully externally funded within 2 years’ time; quality improvement of the programs, improve efficiency and effectiveness and a substantial cost reduction to ensure SNV is competitive in the funding market.

Overview of the position
You will be responsible for development results, financial and human resources management, with partnership building and resource mobilization including deal making for the country program. You will ensure program coherence in sectors and operational collaboration between the teams. You will be expected to improve the quality, results and sustainability of the country program and bring this to scale. You will represent SNV externally, build and maintain a network of development partners, be well informed about national developments and priorities. You will inspire and engage your country team, and chair country management consisting of program and support staff. You will be expected to coach, support and guide staff to achieve better results; to uphold SNV’s policies, and foster a practice of learning, documentation and sharing. You will adhere to SNV’s Code of Conduct and ensure that staff in your country program does the same.
You will report to the Managing Director responsible for cluster of countries.

Responsibilities
  • SNV profiling and resource mobilization: Ensure a high quality implementation of SNV programs; strengthen SNV’s profile as high quality service provider, while ensuring that the Ghana program is fully externally funded in two years’ time;
  • Develop and manage programs in sectors and ensure application of SNV’s agreed global approaches; Initiate, develop, position, and manage SNV’s programs in Ghana in an impact- and results oriented manner;
  • Contribute to and participate in SNV’s corporate sectors strategyand policy development and lead country strategies and program development in identified (sub) sectors and value chains;
  • Promote and participate actively in the collaboration within and between countries. Translate SNV’s strategy on advisory practice in opportunities for scalable impact in poverty reduction within the country
  • Represent SNV- network at all relevant levels with clients, partners, local providers of capacity development services, authorities, diplomatic missions, colleagues, donors, media and other relevant organizations;
  • Act as a role modelof entrepreneurship and drive, business engagement, enquiry and impact orientation;
  • Provide inspiring, coaching and result-oriented leadership for key staff. Stimulate individual and team development and monitor organizational performance against key indicators;
  • Facilitate learning and knowledge development of staff, within and between teams, stimulate cross border knowledge, networking and sharing of best practices.
Candidate profile
  • Master’s degree or equivalent;
  • Knowledge and understanding at strategic level of the international developmental sector, relevant actors and relevant developments concerning SNV core business;
  • Excellent networking and positioning skills, being able to link to international organizations, private and public sector, and local organizations;
  • Substantial track record in partnership building and resource mobilization.
  • Background in private sector development and a network of (international) business relationships
  • Capacity to translate strategy into impact-oriented programs and results;
  • 10 - 15 years relevant management experience, preferably in multifaceted development work - able to coach, lead, stimulate, and inspire professionals in a development context;
  • Entrepreneurial and result oriented attitude;
  • Able to act with a mature, outward looking, tactful, persuasive and open mind;
  • Excellent leadership- and people management skills;
  • International work experience in different countries (preferably experience in experience in Ghana / Western African countries);
  • Track record in one of the 3 focus sectors of SNV is an asset;
  • Excellent command of the English language; basic knowledge of French is an advantage

National Associate Advisor Carbon/Climate Projects Development

Background
In the majority of Sub-Saharan African countries agricultural expansion and biomass energy needs are important drivers of deforestation and thus a chief agent in accelerating climate change. Deforestation reduces the capacity of ecosystems to provide ecosystem services that support livelihoods and community development and is thus a precursor to deepening levels of poverty. However, it is equally clear that agriculture -especially in the form of commodity crops (cocoa, palm, coffee etc.) and livestock production form critical livelihoods for over 62% of Africa’s rural population, whilst biomass energy [fuel wood], is often the only source of energy supporting businesses and households in both urban and rural settings. Within development programs and projects, it therefore becomes crucial to strike a balance between agriculture and biomass energy needs as both drivers of deforestation and source of revenues and livelihoods.

In this light, SNV has launched the REDD+ Energy and Agriculture Program (REAP) in order to advance the understanding on the interface between agriculture and energy use across different forest landscapes and to introduce contextualized solutions within the development sector.  REAP aims to bring about reduced deforestation related carbon emissions, and improved livelihoods and incomes. The REAP Program has four key components: (i) knowledge development; (ii) building SNV capacity; (iii) demonstrating contextualized solutions; and (iv) partnerships for impact at scale. In Africa REAP currently focuses on four countries: Burkina Faso, Cameroon, DRC and Ghana.

Against this background SNV seeks to engage an REAP Africa Associate Advisor Carbon/Climate Projects Development, to principally provide support to the SNV REAP efforts in its interventions in the 4 focal countries and potentially to initiatives in other SNV Africa supported offices.

Responsibilities
  • Providing technical guidance and advice on carbon markets in the assessment of REAP related projects, research and design interventions as well as in implementation mechanisms.
  • Spearhead identification of REDD+ compatible agriculture and energy opportunities
  • Assist in identifying partnerships with key clients, donors and government officials especially on climate finance issues.
  • Support carbon/climate knowledge products development and dissemination especially through the production and reviewing of training manuals and guidance for SNV staff, partners and clients.
  • Facilitate training sessions to SNV Advisors of REDD+ compatible agriculture and energy solutions.
  • Conduct any other duties as prescribed by the REAP Africa Coordinator for further development of the program.

Candidate profile
The REAP Africa Associate Advisor should have the following skills and experience.
  • Broad knowledge of climate change science, international climate policy, climate finance, REDD+, carbon markets and forest carbon issues.
  • Specific experience in community carbon project development, baselines establishment, carbon accounting, CDM, VCS, Gold Standard, PDD development and monitoring methodologies in Africa.
  • At least three years’ experience living and working in Africa on carbon, climate change, REDD+ or other natural resources management activities and conversant in developing African based solutions.
  • Excellent writing and communication skills, with the ability to communicate effectively with a diverse range of audiences (from field staff to policy makers) from different cultures.
  • Good public speaking skills and demonstrated ability to give technical presentations on climate change and forest carbon issues.
  • Fluency in spoken and written English is a must; with working knowledge French considered to be a distinct advantage.
  • Willingness to travel especially to the REAP focal countries. 
  • A master's degree in Natural Resource Management, Forestry, Global Change, Climate Studies,
Contract type and duration: SNV will offer a national Associate Advisor consultancy contract for one year with possibility of extension.

Desired start date: 1 October 2013
Duty station: Preferably in one of four countries covered by REAP Africa. Optionally, the Associate Advisor can be based at another SNV office in Africa.
Reporting: The incumbent will report to the SNV REAP Africa Coordinator who is based in Burkina Faso

The emphasis of its work is on poverty alleviation guided by global value propositions in Agriculture, Water, Sanitation & Hygiene (WASH), and Renewable Energy in three multidisciplinary portfolio teams across three provinces in the Democratic Republic of Congo. SNV aims at achieving considerable impact through providing advisory services, facilitating knowledge development, brokering and networking, strengthening local capacity builders, supporting the establishment of local capacity development funds and carrying out advocacy at national and international levels.

In order to sustain and scale up our sector activities in Agriculture sector, SNV DR Congo is recruiting a dynamic, content strong and inspiring leader to coordinate the activities in the sector.

The critical task of the Sector Leader will be to lead, secure resource mobilisation, provide sector strategic direction, inspire and guide a team of diverse national and international advisors towards leveraging, and building SNV resources dedicated to meaningful impact at scale in the Agriculture sector. He (she) will report directly to the Country Director of SNV DR Congo and is part of the Country Management Team. Functionally the Sector Leader will report to the Managing Director of the sector and will collaborate with the Global Agriculture Sector Coordinator.

Major responsibilities

In line with SNV Corporate Strategy, the Country Sector Leader will:
• Provide strategic and operational direction to the sector in terms of content and leadership, including management and development of skilled human resources in the sector;
• Identify opportunities, develop innovative program concept and mobilise financial resources in collaboration with the Global Sector Coordinator, Business Development Coordinator and other country Sector Leaders and play a key role in getting sufficient resources for SNV services in the sector;
• Build relations with external stakeholders including donors, local organisations, government entities and knowledge institutions related to the sector and leverage the network for developing and implementing additional programs and projects;
• Provide administrative oversight over all programmes/projects related to the sector, monitor and steer human resources and financial performance of the sector to deliver meaningful and effective development result;
• Provide guidance and steer on Management for Result and ensure credible Monitoring and Evaluation indicators and results;
• Actively draw lessons from managing the projects and programs to improve SNV’s service delivery, quality standards and participate in knowledge development expertise groups/networks so as to contribute to the development of sector products and branding. Share innovative delivery models with the team and utilise the knowledge gained for knowledge transfer and for securing additional resources;
• Oversee the projects in the sector and steer other project managers in the sector;
• Coach staff, consultants and Local Capacity Builders in the sector team;
• Deliver advisory services/advising in more complex projects in role as senior advisor;
• Promote a ‘Governance for Empowerment’ (GfE) approach and pro-actively develop modalities to increase the opportunities for women to be actively involved in market activities as well as to increase their participation in decision making processes within the selected value chains.

Candidate profile
The candidate should be at least a strong and mature senior advisor with a track record linked to the sector.

• Masters’ Degree or equivalent in related field;
• Minimum of 10 years of working experience in the sectors with at least 7 years of relevant experience in the sector and 3 years in a managerial position;
• Experience of working at senior levels in international development organisations will be preferred;
• Proven experience of working with multi-disciplinary and multi-national teams and ability to build the capacity of team members;
• Strong understanding of the context, issues, policies and strategies in the Agriculture sector in West and Central Africa;
• Proven track record in organisational and institutional development processes especially in the context of sector development, capacity building, proposal development and resources mobilisation;
• Proven technical expertise in the sector with a track record in managing programmes;
• Demonstrated networking ability, awareness of existing development actors in the sector;
• Strong understanding of social services and market development approaches and methods;
• Provide vision and inspiration, lead people by example in all areas, and cope with changes;
• Evidence of producing knowledge products;
• Dynamic, entrepreneurial, out-going, leadership and coaching skills with a client and team oriented attitude;
• Experience in organising/executing baseline studies, business & investment plans, and risk analysis and measurement impact frameworks;
• Strong writing skills with excellent communication skills in English (SNV’s corporate language) and French.

Kinshasa: Capital of DR Congo with frequent travel to other provinces of DR Congo.
