Field of activity
GIZ International Services is preparing to submit an offer to provide EU-funded technical assistance services to the programme “Increasing the African Union (AU)’s Capacity in Election Observation”.
The main objective of the programme is to enable the AU to conduct credible long term election observation in adherence with international standards thus making an increased and meaningful  contribution to the holding of regular, transparent and credible elections in Africa.
The purposes of this technical assistance contract are as follows:
a) To support the AU  in refining its methodological and technical basis to conduct long-term election observation
b) To support the AU (DEAU), at the institutional and mission levels, in developing its human capacity to conduct long-term election observation through a sound training mechanism

Your tasks
As Team Leader (m/f), you will be in charge of ensuring the provision of expertise to support the AU i) to develop its observation methodology; ii) to produce related supporting instruments (handbooks, guidelines) as appropriate, iii) to develop a training plan and curriculum iv) to provide technical backstopping on electoral related issues upon AUC demand. You will be supported by a pool of short-term consultants that can be hired in order to achieve the objectives mentioned above.

Your profile
Qualifications and skills
  1. Higher education degree in law, political, social or administration sciences or equivalent;
  2. Proved qualifications in reporting (preferably in Election Observation Missions reporting);
  3. Excellent interpersonal, public relations and networking skills through different professional experiences in intercultural context;
  4. Proven command of English (level required following the EU language passport is level C1
  5. or C2) and a good knowledge (level B and C) of French
General professional experience
Solid managerial skills and expertise proven by at least 10 years of experience in technical assistance in areas related to the project (predominantly relating to governance, elections and human rights).

Specific professional experience
  1. A Relevant election observation experience such as a long term observer / Core Team member in EU election observation missions or in similar missions conducted by other international organisations
  2. Technical assistance on electoral issues, such as the design of a legislative framework for the election process, the structure and preparedness of the election administration, the necessary conditions for the conduct of democratic elections, the training of observers and staff participating in election observation, the voter, party and candidate registration etc;
  3. Solid coordination skills, proven by at least 5 years of experience in :
    1. democratic governance and elections related matters, preferably with regional organisations and networks and/or public institutions;
    2. in institutional development and/or capacity-building of regional organisations and
    3. networks;
      1. in technical assistance;
      2. Professional experience in Africa will be an asset.
      3. Past experience in technical assistance to electoral observation/assistance programme financed by the EU will be an advantage.
Assignment period
The intended start date is October 1st 2015 and the period of implementation of the contract will be 27 months from this date. The Team Leader (m/f) position has an input of 270 working days over this period, partly home-based and partly in Addis Ababa.
