Field of activity
The project is part of the special initiative ‘Fighting the
causes of refugee movements, reintegrating refugees’. The special initiative
aims to help reduce the causes of refugee movements and mitigate their negative
impacts. The objective of the project, which is financed by the German Federal
Ministry for Economic Cooperation and Development (BMZ), is to safeguard the
livelihoods of returnees, internally displaced persons and local residents. The
main area of project work is to foster sustainable increase in agricultural
production. This should make a significant and generally visible contribution
to avoiding hunger and malnutrition.
The project acts in two different intervention areas: in the
member states of Eastern, Western and Central Equatoria (Equatorias) and in the
Greater Pibor Administrative Area (GPAA). The two intervention areas have
different initial conditions and potentials. In the Equatorias the project
implements measures for increasing agricultural production and productivity,
thus helping to stabilise the region and provide locally produced food for
refugees in the crisis regions of South Sudan experiencing violent conflicts.
Here the three action areas are (1) the sustainable increase and stabilisation
of agricultural production by smallholders, (2) the reduction of post-harvest
losses, and (3) strengthening the organisational structure of smallholders’
production associations. The project cooperates with a GIZ project, which
promotes value-added chains relevant to food security and with the Food and
Agriculture Organization and Purchase for Progress (P4P) initiative of the
World Food Programme. In the GPAA, the project is opening up (for the first
time in several decades) development prospects for population groups that have
so far been marginalised. In this area the project concentrates initially on
rapidly meeting the most important basic needs (food and water). In addition,
providing practical training for young people in the development of alternative
employment options will lay the initial foundations for independent
development. This is a relevant contribution to local peace consolidation, and
forms the starting point for long-term, structure-building development
measures. The planned development interventions are being coordinated with the
measures of other donors. The three action areas in the GPAA are (1)
sustainable increases in the yields from livestock farming, agriculture and
fishing, (2) sustainable improvement in the availability of drinking water, and
(3) basic training for young people in agriculture, skilled trades and small
businesses.
Your tasks
As an advisor you will be deployed at Yambio in the Equatorias.
In consultation with the project manager in Yei, you will give specialist
guidance to the national personnel, and ensure the logistical and
administrative implementation of measures at this location. You will be
responsible for the conceptual design and implementation of agricultural
activities to sustainably increase agricultural production by applying the
Farmer Field School approach, and for the component to reduce post-harvest
losses. You will organise training courses and educational measures for groups
of farmers, and you will elaborate consulting concepts. In addition, you will
support the project manager in realising measures to strengthen the
organisation of smallholders’ production structures/agricultural extension
services. In Yambio your tasks will also include monitoring of services, and
the procurement of materials and agricultural production inputs in coordination
with the project manager. You will actively support knowledge management by
analysing lessons learned and further developing these in terms of methods and
conceptual design. You will ensure compliance with the local risk management
regulations in consultation with the project manager and the GIZ Office.
Furthermore, you will coordinate expert (appraiser) assignments and support the
project manager in reporting to BMZ, and coordinate measures with other GIZ
projects in Yambio, in particular with the GIZ Project promoting value-added
chains relevant to food security.
Your profile
You have a university degree in agricultural science,
geography or a related subject. You have several years of professional
experience in rural development and development-oriented emergency and
transitional aid, particularly in the areas of food security and integrated
rural development. You are familiar with the practical application of concepts
for participatory village development planning and agricultural extension
services. You have experience of post-conflict and crisis countries. You are
able to work under pressure, work well in a team and demonstrate a high degree
of intercultural competence in politically very sensitive contexts. Ideally you
have regional experience in sub-Saharan Africa and you are familiar with the
politically sensitive general conditions in South Sudan. You have fluent command
of business German and English.
