#CAR Crisis: Supporting Local Media To Inform &
Engage with Local Populations

BACKGROUND:
Internews and its local partner, the Association of
Journalists for Human Rights (le Réseau des Journalistes pour les Droits de
l’Homme–RJDH), have worked very closely in recent years to connect and support
a unique network of 13 community radio stations and a Community Radio
Correspondents Network (CRCN) through a Coordination Centre in Bangui run by
the RJDH.
Since the beginning of the current crisis in December 2012,
the RJDH has consistently reported on the conflict, the ensuing humanitarian
crisis, and efforts towards reconciliation political reconstruction, notably
through the current national dialogue and preparations for elections.
RJDH produces a daily newsletter as well as daily and weekly
radio programs in French and Sango broadcast across the country through the
community radio station network.
The objectives of this project are to:
1. Create access to timely, accurate
and well-targeted information for local communities by supporting, rebuilding
and establishing community radio stations and reinforcing correspondents’
networks in the conflict affected regions.
2. Establish two-way communication
flows between the media and humanitarian agencies to ensure reliable
information is provided to affected communities so they can make informed
decisions to protect their lives and livelihoods and participate in the transitional
processes aimed at bringing the country to constitutional order, effective
governance, and civil peace.
3. Build the capacity of local
journalists to report accurately and reliably on the humanitarian crises and
the ongoing political situation, especially around key political processes such
as the national dialogue, constitutional referendum and elections.
4. Build the sustainability of
community radio stations and journalist network(s) by providing capacity
building to improve their management structures and processes and enhance their
ability to raise and sustain funding.
KEY RESPONSIBILITIES:
- Adapting
and redesigning the existing Performance Monitoring Plan to reflect the
revised objectives of the project
- Assist
in recruitment and training of a local M & E officer to provide
ongoing data collection and reporting
- Oversee
the ongoing use of research and M&E tools for the effective
implementation of this project as required and in coordination with
Internews M&E standards and requirements of the donor USAID.
- Devise
and oversee methodology for continuing audience feedback to measure
developments following a baseline survey of community radio station
listeners in CAR finalized in early 2015.
- Compile
reports on the outputs and activities of Research and M&E work and
contribute to overall written program reporting as required
QUALIFICATIONS:
- Fluency
in spoken and written French and English
- Proven
research design and implementation skills, including in approaches to
evaluation
- Ability
to train, mentor, and manage local researchers, including newcomers to the
research sector
- Strong
command of qualitative and quantitative research design and data analysis
techniques including use of packages such as Atlas, (or Nudist or NVivo)
and SPSS (or Epi-Info, SNAP, SAS), as appropriate
- Extensive
experience working in relief operations in challenging environments,
preferably in Sub-Saharan French-speaking Africa. Previous experience
in CAR will be an asset.
- An
understanding of the vision/mission, core values and objectives of
Internews
- Excellent
administrative and organizational skills
- Willingness
to work in demanding, stressful, and, at times, dangerous situations under
difficult living conditions with respect for basic security rules
- Psychological
resilience and a sense of humor
INTERNEWS IN CAR:
Founded in December 2010 following an Internews training,
the RJDH is a locally-led and locally-run organization that works closely with
community radio stations’ staff and local correspondents across the country to
collect and disseminate information from and back to those same stations on a
daily basis via mobile phones, an e-newsletter, their website ( www.rjdh-rca.net ), Facebook ( www.facebook.com/RJDHRCA?fref=ts )

In CAR, Internews has run several projects in the country
funded by USAID, DFID’s Humanitarian Innovation Fund (HIF), the US State
Department, the United States Institute of Peace (USIP) and the UN Common
Humanitarian Fund (CHF)
