DESCRIPTION
This position is based in Mopti, Mali.
CARE seeks an Operations Director to support its current bid to the USAID/Mali Development Food Assistance Program (DFAP), a five-year assistance agreement totaling approximately $9 million per year.  USAID’s Office of Food for Peace (FFP) will award one agreement with the goal of increasing food, nutrition, and income security, and building the resilience of vulnerable populations in Mopti.  This Mopti Community Resilience Project (Mopti CRP) is intended to support and contribute to the achievement of USAID/Mali’s emerging Country Development Cooperation Strategy (CDCS) and, particularly, its objective of building resilience by increasing the adaptive capacities of vulnerable communities and households.
The Operations Director is expected to adapt and manage all aspects of program administration, providing effective support in financial, administrative, human resources, procurement, asset management, information technology, and security functions.  Management systems the Operations Director maintains will be in line with CARE’s standard operating procedures and will reflect consistency with project needs.  This will involve adopting tools to measure the quality of implementation of tasks and activities, working alongside project staff to ensure the ways in which intermediate results are effected are in alignment with project goals and objectives.  Furthermore, the successful candidate will ensure that management systems enable quality reporting to the donor, with accurate and timely data from the field that is synthesized and in accordance with donor requirements.  Lastly, the Operations Director will build staff capacity to continue providing operational support at the close of the project.

Primary responsibilities
  • Collaborate closely with CARE’s Country Director, Chief of Party, and other members to ensure compliance with USAID requirements in all financial, administrative, and other operational areas;
  • Monitor expenses against the program budget, and provide precise, detailed, prognoses during project start-up and throughout rollout;
  • Work in tandem with program leads to identify and close gaps in the delivery of tasks and activities;
  • Support, develop, and retain quality project staff, building internal and external partnerships;
  • Manage all aspects of procurement, from planning to purchasing;
  • Review periodic operations’ reports with the Country Director, Chief of Party, and other managers;
  • Provide technical support to field offices and sub-offices in managing financial and administrative functions; and
  • Continually update management on regulations affecting project implementation and reporting.

Minimum qualifications
  • 10 years’ experience in managing operations for large, multi-faceted USAID projects of annual budget value $8-10 million;
  • Masters of Business Administration, or equivalent degree/s in finance, accounting, and/or logistics;
  • Demonstrable results in applying operational concepts to project rollout;
  • Experience training support and program staff in Supply Chain Management, administration, and/or relevant processes;
  • Balance of strong analytical and inter-personal skills;
  • Demonstrated success in achieving results under challenging implementation circumstances;
  • Willingness to travel in country; and
  • Fluency in French and English.
