This Monitoring, Evaluation and Learning (MEL) Officer position with ActionAid International working as part of the Shifting the Power Project is just the position you are looking for.
The Shifting the Power project is a START Network project supported by a consortium of 6 humanitarian agencies led by ActionAid and CAFOD. It is designed to support local actors to take their place alongside international actors in order to create a balanced humanitarian system that is more responsive and accountable to disaster affected communitiesThis project will strengthen local and national organisational capacity for decision making and leadership in humanitarian response. It will link local to national organisations, and at the same time influence international organisations to promote the role of local and national actors. The project will be implemented in Bangladesh, Kenya, Pakistan, Ethiopia and DRC with leadership from different consortia members.

As MEL Officer, your challenge will be to  help demonstrate through an effective learning and documentation process how the project  approach can make national responses faster, better quality and more effective. You will develop and implement a monitoring, evaluation and learning framework in line with the project’s logframe. You will help colleagues embed MEL systems and processes in project countries as well as gather evidence and share learning. You will coordinate evaluation activities, data collection and stakeholder reporting. You will also build the capacity of teams by providing technical training, coaching and support.

Educated to degree level you must be experienced in designing monitoring, evaluation and learning systems, tools and processes in an international development / humanitarian environment. You will have provided technical leadership on MEL projects and have excellent project management skills covering analysis, planning, and delivery. You will be able to train and have knowledge of different evaluation methodologies such as quasi/experimental, theory based, process tracing, network analysis, and case-based approaches. You must also be able to operate across functions and have excellent communication and negotiation skills.
