Proposal Summary:
USAID/Ghana’s Strengthening Accountability Mechanisms Project (GSAM) will support improved local governance by strengthening the accountability mechanisms available to citizens. The GSAM project will center on programming aimed at increasing the quality and quantity of information on the effectiveness of development projects funded by the local government capital budget. Specific activities might include civil society monitoring, the production of scorecards, and public information campaigns that mobilize citizens to use the scorecards to demand improved development planning and execution.

Specific activities might include civil society monitoring, the production of scorecards, and public information campaigns that mobilize citizens to use the scorecards to demand improved development planning and execution.

Position Summary:
The Public Policy/Advocacy Specialist (PPAS) will manage the design and implementation of citizen oversight mechanisms (such as citizen scorecards) in 50 districts throughout Ghana via community-based CSOs. The purpose is to monitor district Annual Development Plans, in particular capital projects, to ensure public accountability and transparency of the implementation process. This specialist will also manage the public dissemination of the resulting oversight data to inform and build public advocacy among citizens and CSOs for reform. The position is full time for the duration of the five-year project.

Responsibilities:
- Provide
expertise to local subcontractors and local consultants in designing and
implementing citizen oversight of district level Annual Development Plans,
in particular, capital projects.
- Support
capacity building training of community-based CSOs to conduct citizen
oversight and monitoring.
- Oversee
training and monitoring for CSO network to ensure quality performance and
ensure work is accomplished.
- Support
analysis of the data collected from the districts and present results in
ways understandable to citizens.
- Support
platforms to effectively disseminate the scorecard results for public
delivery.
- Develop
detailed strategy for reporting results to citizens.
- Promote
citizen advocacy based on results of scorecard monitoring.
Qualifications:
- Master’s
degree in political science, sociology, education or other relevant social
science discipline.
- At
least seven years of experience in public policy reform and advocacy.
- At
least three years of experience in a managerial capacity.
- Experience
with USAID funded projects is preferred.
- Excellent
team work, interpersonal, communication, presentation and facilitation
skills.
