Anti-Corruption Prosecutions Advisor, Anti-Corruption Project, Liberia


Proposal Summary: 
The purpose of this project is to increase the Government of Liberia’s capacity to prevent, investigate, and prosecute corruption, including within the justice sector, and to educate the public regarding the fight against corruption in Liberia. This project will primarily provide technical assistance and support to the Liberia Anti-Corruption Commission (LACC). In addition, it will also support the Ministry of Justice (MOJ) regarding coordination with the LACC, and civil society and media organizations engaged in anti-corruption initiatives. This is a 5 year program.

Position Summary: 
The Prosecutions Advisor will provide technical support and capacity building to prosecutorial teams at the LACC and MOJ. S/he will enable the prosecutorial teams to better coordinate, develop and argue strong corruption cases that lead to convictions on corruption charges. This is a full time position. 

Responsibilities:
  • Provide corruption prosecution training and technical assistance to LACC and MOJ prosecutors in areas such as review and synthesis of investigation reports/evidence files, prosecution strategy and arguments, investigations coordination, court presentation skills/techniques, and defendant negotiations and settlement.
  • Provide white collar crime and anti-corruption training to prosecutors at LACC and MOJ. 
  • Assist in the creation of a Memorandum of Understanding between MOJ and LACC to foster collaboration and reduce duplication of efforts.
  • Create institutionalized linkages and strengthen coordination between anti-corruption prosecutorial officers and other justice officials within the MOJ structure as well as GOL investigation agencies (e.g., Liberia National Police, National Bureau of Investigation, and Government Accounting Commission).
Qualifications:
  • At least 5 years’ experience doing similar work in support of government agencies, including previous experience with high-level criminal and anti-corruption enforcement agencies.
  • Demonstrated ability to design and deliver effective training in the field of prosecutorial processes and practices.
  • Advanced degree in law, criminal justice, or related field preferred.
  • Experience with USAID or another donor preferred.
