Deputy Chief of Party, Strengthening Somali Governance, Somalia

Proposal Summary: 
The goal of the Strengthening Somali Governance (SSG) Project is to support the development of more effective and accountable Somali government institutions. SSG will: 1) improve the legislative, representative, and oversight functions of Somalia’s federal and state deliberative bodies; 2) improve the ability of targeted government institutions to carry out essential functions; and 3) increase citizen awareness of and engagement in government decision-making. This is a three year project, based in Somalia, with an anticipated value of U.S. $22-24 million.

Position Summary:
The Deputy Chief of Party will manage a diverse project team, ensuring that project activities align with goals of USAID and the Government of Somalia. S/he will provide technical and administrative leadership for the entire program, ensuring that all objectives are achieved. This is a full time position based in Mogadishu for the duration of the project.

Responsibilities:
  • Supervise and monitor implementation of project activities to ensure quality work and compliance with work plan obligations, timelines, deliverables and results.
  • Oversee program operations, including administration, finances, human resources, security, and procurement to ensure compliance with all USAID and Government of Somalia rules and regulations.
  • Monitor the security situation daily and maintain an open line of communication with the security provider.
  • Train and coach staff, as needed.
  • Serve as acting Chief of Party when necessary and in that role represent the project before USAID and project stakeholders.
Qualifications:
  • At least 7 years of relevant program management experience in a leadership role, at least one of these years must be in a conflict or post-conflict environment.
  • Experience establishing and implementing management systems and procedures on donor-funded programs.
  • Demonstrable experience managing and motivating a culturally diverse workforce.
  • Excellent oral and written English communication skills.
  • Somali language skills beneficial.
