Monitoring and Evaluation Specialist, Ghana’s Strengthening Accountability Mechanisms Project, Ghana


Proposal Summary: 
USAID/Ghana’s Strengthening Accountability Mechanisms Project (GSAM) will support improved local governance by strengthening the accountability mechanisms available to citizens. The GSAM project will center on programming aimed at increasing the quality and quantity of information on the effectiveness of development projects funded by the local government capital budget. Specific activities might include civil society monitoring, the production of scorecards, and public information campaigns that mobilize citizens to use the scorecards to demand improved development planning and execution.

Position Summary:
The Monitoring and Evaluation (M&E) Specialist will oversee M&E activities and report to the Chief of Party while working closely with project technical experts. S/he will be responsible for establishing a system of data collection for the project’s performance monitoring system, for ensuring the availability of reliable and timely data, and for working with colleagues on data analysis and reporting. The position is full time for the duration of the five-year project.

Responsibilities:
  • Design project M&E plan in close communication with MSI home office and with input from project management team. Update, revise, and improve M&E system and plan as needed.
  • Design and manage M&E system to collect data and review results against established indicators and targets.
  • Serve as a resident technical expert in monitoring and evaluation.
  • Ensure timely and accurate reporting on activities to USAID.
  • Carry out data quality assessments.
  • Work with staff and stakeholders to determine project adjustments based on data analysis.
  • Travel to project sites to capture success stories and ensure data quality.
  • Gather, analyze and process data relevant to the indicator set in the Performance Monitoring and Evaluation Plan (PMEP).
  • Train partner organizations in data collection for indicators.
Qualifications:
  • Master’s degree in a relevant discipline or five years of relevant work experience beyond a bachelor’s.
  • At least five years of experience in monitoring and evaluation of donor-funded good governance projects; part of this experience should have been obtained working on the development and implementation of civil society led accountability programs.
  • Experience with USAID funded projects is preferred.
  • Excellent team work, inter-personal, communication, presentation and facilitation skills.
