Gender Advisor, Strengthening Somali Governance, Somalia

Proposal Summary: 
The goal of the Strengthening Somali Governance (SSG) Project is to support the development of more effective and accountable Somali government institutions. SSG will: 1) improve the legislative, representative, and oversight functions of Somalia’s federal and state deliberative bodies; 2) improve the ability of targeted government institutions to carry out essential functions; and 3) increase citizen awareness of and engagement in government decision-making. This is a three year project, based in Somalia, with an anticipated value of U.S. $22-24 million.

Position Summary:
The Gender Advisor will work across SSG’s three components to ensure that gender considerations are integrated into activities. S/he will facilitate gender-focused training sessions for staff and stakeholders. S/he will contribute to activity design and monitoring and evaluation, and s/he will conduct gender assessments. This is a full time position based in Mogadishu for the duration of the project.
Responsibilities:
  • Mainstream gender across the three program components, including activity design, monitoring, and program policies and procedures.
  • Design and conduct gender analyses with the goal of integrating recommendations into programming.
  • Liaise with technical component leads to ensure gender considerations are accounted for.
  • Facilitate gender training sessions with program staff and stakeholders.
  • Contribute to preparing work plans, monitoring and evaluation plans, and technical and administrative reports.
  • Coordinate program activities with other relevant donor-funded projects to achieve maximum impact.
Qualifications:
  • At least 5 years of relevant experience working with CSOs, government, and media groups to mainstream gender in donor-funded programs.
  • A bachelor’s degree in a related field.
  • Demonstrated expertise mainstreaming gender and creativity in integrating gender considerations in programming.
  • Experience working in a conflict or post-conflict post.
  • A demonstratable track record of achieving results.
  • Excellent oral and written English communication skills.
  • Somali language skills beneficial.
