Proposal Summary:
The goal of the Strengthening Somali Governance (SSG) Project is to support the development of more effective and accountable Somali government institutions. SSG will: 1) improve the legislative, representative, and oversight functions of Somalia’s federal and state deliberative bodies; 2) improve the ability of targeted government institutions to carry out essential functions; and 3) increase citizen awareness of and engagement in government decision-making. This is a three year project, based in Somalia, with an anticipated value of U.S. $22-24 million.

Position Summary:
The Civic Engagement Advisor will serve as the team lead
working with Somali civil society and media groups under SSG. S/he will oversee
capacity building of civil society organizations (CSOs) and media organizations
to promote citizen government interaction. By working with CSOs and media
groups, s/he will help create an environment for more accountable governance.
This is a full time position based in Mogadishu for the duration of the
project.
Responsibilities:
- Provide
technical guidance to increase citizen awareness of and engagement in
government decision-making.
- Design,
implement, and oversee capacity building of CSOs to gather and represent
citizen input, raise awareness, analyze, and advocate on behalf of
citizens.
- Oversee
education of citizens on their government, rights and responsibilities,
and ways to constructively engage government.
- Build
capacity of local media outlets to provide objective information on
government plans, policies, programs, deliberations, and activities.
- Contribute
to preparing work plans, monitoring and evaluation plans, and technical
and administrative reports.
- Coordinate
program activities with other relevant donor-funded projects to achieve
maximum impact.
Qualifications:
- At
least 5 years of relevant experience working with CSOs and media groups to
increase civic engagement.
- A
bachelor’s degree in a related field.
- Demonstrated
expertise building capacity of CSOs and media groups, particularly in
conflict and post-conflict environments.
- A demonstrable
track record of achieving results.
- Excellent
oral and written English communication skills. Somali language skills
beneficial.
