Anti-Corruption Investigation Advisor, Anti-Corruption Project, Liberia

Proposal Summary:  
The purpose of this project is to increase the Government of Liberia’s capacity to prevent, investigate, and prosecute corruption, including within the justice sector, and to educate the public regarding the fight against corruption in Liberia.  This project will primarily provide technical assistance and support to the Liberia Anti-Corruption Commission (LACC). In addition, it will also support the Ministry of Justice (MOJ) regarding coordination with the LACC, and civil society and media organizations engaged in anti-corruption initiatives. This is a 5 year program.

Position Summary:
The Anti-Corruption Investigation Advisor will provide daily technical assistance and skills transfer to the Manager of the LACC Investigation Unit, his/her Deputies, and line staff on criminal investigation. S/he will assist the LACC Investigations Unit in conforming to international standards, and build their capacity to develop corruption case prosecutions that result in convictions. 

Responsibilities: 
  • Provide technical assistance and training in investigative techniques such as developing fact finding strategies and aiding in overall discovery and development of evidence; identifying key witnesses; conducting interviews; tracing, locating, and analyzing financial data; identifying accounting issues; collecting, organizing, and analyzing data for evidence; developing presentation skills necessary to aid in a successful prosecution; developing strategies for the safe storage of evidence; detecting and quantifying the scope of any fraudulent activities; discovering and recovering hidden assets; and identifying forgery.
  • Develop, streamline, and amend standard operating procedures used to identify and investigate potential cases of corruption.  
  • Develop specialized training programs and linkages with the Liberia National Police and the National Bureau of Investigations to strengthen the ability to conduct effective corruption investigations.
  • Identify and propose revisions to close legal loopholes in Liberia’s criminal codes and procedures that inhibit investigators and prosecutors from acting against corruption-related crimes.
Qualifications: 
  • At least 5 years’ experience doing similar work in support of government agencies, including previous experience with criminal and anti-corruption enforcement agencies. Skills areas may include inquiry, data collection and analysis, search, inspection, surveillance techniques, record and document examination and analysis, tracking of assets, tasks such as working with appropriate agencies to freeze bank accounts, and custody or control of a suspect under investigation.  
  • Candidates that can demonstrate professional-level knowledge in multiple areas of investigative techniques are preferred. 
  • Previous work experience with high-level enforcement agencies, such as the Federal Bureau of Investigation or a major metropolitan police department, is highly desirable.  
  • Advanced degree in law, criminal justice, or related field preferred.
  • Experience with USAID or other donors preferred.
