Overview: Catholic Relief
Services (CRS) seeks a Project Country Manager (PCM) in Kenya for arecently
released 4-year Water, Sanitation, and Hygiene (WASH) Results Program
(WRP) from the UK Government’s Department for International
Development (DFID). The PCM will lead the in-country management and
implementation components of a program aimed at improving access to water,
sanitation, and hygiene services to target populations.
The DFID WASH Results Program, in support of the UK
government’s commitment to the Millennium Development Goals (MDGs), aims to
reach one million people by December 2015 with water, sanitation and hygiene
interventions, and scaling up system strengthening and capacity building by
March 2018. The contract will target poor urban, peri-urban and rural
populations who are without access to these improved WASH services, and who
are located in low income countries across Africa and Asia which are
currently off-track in meeting their MDGs in WASH. The program will focus on
the five dimensions of functional, institutional, financial, environmental
and equity sustainability. It will complement existing DFID, national
government, and civil society policies and approaches in the target
countries.
The PCM will oversee the day-to-day operations for the WRP
in Kenya. S/he will ensure the timely planning and implementation of
activities, provide technical WASH and strategic guidance to CRS and partner
staff, monitor budget expenditures and reporting, and deliver high quality
monitoring, evaluation and learning performance to achieve DFID’s objectives.
The PCM will establish and reinforce key relationships with the DFID
representatives, pertinent government entities, and other sector
stakeholders. The PCM will report directly to the Program Director of the WRP
and will coordinate with the in-country CRS Head of Programs to harmonize
interventions within the agency’s broader project portfolio.
The successful candidate will be a qualified Kenyan
national who is a strong decision-maker, an adept manager who is
deliverable-oriented, a technical expert in one or more WASH areas, has the
capacity to manage a large team of direct reports in Kenya as well as to
coordinate multiple implementing and resource partners organizations. Recruitment
is contingent upon successful award of the contract.
Responsibilities:
I. Program Management:
· Ensure
that the program delivers quality programming, according to national and
international standards, in coordination with national programs and
guidelines and program objectives.
· Lead
the in-country WRP management team in achieving program targets based on
contractual obligations and the payment by results schedule.
· Oversee
and support in-country implementing and resource partners’ performance based
on sub-contract deliverables.
· Assure
that monitoring, evaluation, and learning processes are in place to report
the real-time, point of service progress of WASH activities.
· Conduct
regular monitoring of water & sanitation projects and submit timely
feedback to DFID and partners.
· Ensure
that cross-cutting themes such as gender equity, sustainability, and climate
change are fully integrated into WASH programming.
· Provide
timely preparation and submission of high quality narrative reports to the
Program Director.
· Work
with in-country WASH team to provide strategic direction in technical areas.
· Manage
the performance of implementing and resource partners and ensure achievement
of sub-contract deliverables.
· Implement
a common monitoring, evaluation and learning system among all partners and
analyze the data it generates to inform project management, technical programming
and development of best practices and applied research.
II. Finance and Administration:
· Provide
strong budget and results management and oversight, identify problems, and
take corrective action.
· Ensure
program compliance with CRS policies and procedures and DFID regulations.
· Ensure
accurate and timely reporting of program finances and progress status, review
actual financial performance against the budget, DFID contract, and partner
sub-contracts.
· Ensure
strong communication and coordination with other program country managers
from the WASH Result Program, sharing of lessons learned and technical
expertise.
· Work
in coordination with the CRS HoP, CRS Finance department and Management Quality
teams to ensure stewardship of resources and appropriate budget management.
III. Representation and Advocacy:
· Act
as primary in-country WRP contact to DFID and other local and international
stakeholders.
· Represent
the WRP in the Country and Global Consultative Groups.
· Ensure
the consortium’s presence and active participation in cluster system to stay
abreast of strategic changes and challenges in the humanitarian context,
contribute to discussions on common WASH strategies and contribute to
awareness raising on continued needs in the WASH sector.
· Facilitate
and document lessons learned and best practices within the consortium to
realize improved WASH outcomes.
· Organize
learning and sharing opportunities between program and external stakeholders
on a regular basis.
· Oversee
program communication strategies, including compliance with DFID's branding
and marketing requirements as well as CRS marketing and communication
procedures.
IV. Human Resource Management:
· Oversee
the hiring, orientation, and training of key staff to ensure the recruitment,
retention, and professional development of a talented, motivated team.
· Provide
direction and technical advice to the water and sanitation intervention team
by supervising, mentoring, and monitoring their work as well as providing
performance appraisals to them.

Qualifications:
· Master’s
degree in a relevant field such as environmental studies, international
development, engineering, and/or public health.
· At
least 8 years of high level management experience in the development sector,
preferably in water, sanitation and hygiene (WASH)
· Minimum
5 years of experience managing and/or implementing programs in Africa or
Asia, with experience in Kenya a plus
· Technical
proficiency in water supply, sanitation, and/or hygiene program design,
implementation, and monitoring and evaluation.
· Demonstrated
knowledge of current WASH situation, strategies, and key relationships in
target country
· Experience
with contract management preferred
· Proven
success managing multi-million dollar development budgets.
· Thorough
understanding of DFID rules and regulations for contracts strongly desired
· Proven
strategic planning and monitoring and evaluation skills.
· Demonstrated
experience leading coalitions, coordinating with and advocating among a broad
set of diverse stakeholders including communities, local and national
governments, donors, INGOs, and other local partners.
· Proven
ability to provide representation at high profile donor and governmental
meetings
· Fluency
in written and spoken English required
