Primary Responsibilities:
Under the supervision of the Emergency Response and
Recovery PM, the Emergency Program Manager (PM) will contribute to high
quality program development, implementation, monitoring and reporting for
CRS’ programs in CAR. The PM will work closely with other programming staff
and/or CRS partner staff in CAR, as well as the HRD and CARO team members
(for technical support and capacity building).
Specific Responsibilities:
Program and Management Quality
· Support
CRS project teams and partners in the development of DIPs and M&E
components. Ensure DIP includes both programming events, as well as all
management quality focused partner capacity strengthening events.
· Take
the lead on M&E system development to the quality collection of data in
the field. Ensure the field testing and revision of monitoring tools as
required. Coordinate with GKIM as needed to ensure the appropriate use of
technology in M&E.
· Ensure
adherence with CRS guiding principles, program quality statement and
standards.
· Promote
the use of CRS PQ tools and manuals, including MEAL in Emergencies guidance.
· Working
with CRS/CAR staff and partners to support the timely review and finalization
of quality progress and financial reports
· Provide
inputs for CRS CAR Situation Reports, as relevant
· Support
the quality development of scopes of work for technical assistance, training
materials/facilitation guides.
· Carry
out regular monitoring to project implementation sites as possible and ensure
timely feedback and action planning.
· Work
closely with Finance, Ops, and Grants and Compliance Officer to ensure
appropriate budget tracking, financial reporting, logistics support, and
subgrant development and management for emergency projects.
Staff and Partner Capacity Building and Support
· Identify
capacity building needs for staff/partners.
· Take
the lead on any formal or informal training events organized by CRS for staff
and/or partners – learning assessments, planning, facilitation guides and
overall organization in coordination with support teams.
· Work
with TAs to provide guidance to CRS staff in the design and enhancement of
M&E tools, protocols, surveys and evaluation instruments to strengthen
quality data collection, analysis and reporting on projects/programs core
indicators.
· Institutional
Learning, Documentation and Sharing
· Update
tracking of programs to sharing with the region and HQ.
· Take
the lead in the completion of success stories and case studies – modify as
needed based on intended audience for advocacy or business development.
· Support
the regular updating of Global sites for CRS CAR programming.
Proposal Development
· Support
programming staff in the design of high quality programs.
· Assist
in the development of SOWs and support TDYers for proposal development.
· Develop
PINs, concept papers and proposals in collaboration with Emergency & Early
Recovery PM and other CRS/CAR program staff.
· Participate
in the review of PINs, concept notes and proposals to ensure adherence to
ProPack, CRS/PQSD and CARO standards.
· In
collaboration with PMs/POs ensure that partners are closely involved in the
development of projects.

Supervision:
The PM would not supervise POs or other national staff,
but would work closely with them and ensure strong PQ support.
Qualifications:
· Master's
degree in international development or related field.
· Three
years (3) of experience working in emergency, development or recovery program
context – including focus on M&E and programming in at least one of the
following sectors – emergency response, livelihoods recovery or food
security.
· Understanding
of U.S Government grant provisions and guidelines, including proposal formats
and reporting requirements.
· Familiarity
with policies, procedures, and priorities of USAID, OFDA, UN agencies, and
Caritas agencies preferred
· Capacity
to work closely, understand, and support local Church partners
· Excellent
oral and written communication skills
· Strong
French skills, both written and oral
· Excellent
training and facilitation skills
· Ability
to work independently, but also coordinate effectively as part of a team
· Strong
capacity in project design, project management and M&E
· Experience
working in complex emergencies preferred
· Strong
computer skills: Word, Excel, Outlook, PowerPoint
· Experience
in staff development and partner capacity building preferred
· Knowledge
of CRS’ program quality standards preferred
· Willingness
to travel at least 40% of time.
Foreign Language Required:
Excellent French language skills essential
Physical Requirements/Environment:
Staff will be based in Bangui but with frequent field
travel in the country
