Background:
Catholic Relief Services, in collaboration with Search for
Common Ground and Caritas Bangassou, is implementing a 3-year USAID Secure,
Empowered, Connected Communities (SECC) Program to support
grassroots efforts at improving security in LRA-affected areas of CAR.
The main objectives of the project are as follows:
1. Empower target
communities to employ adaptive strategies to address their security and
community challenges, with an emphasis on the threat posed by the LRA;
2. Target communities
are better informed and connected: to each other; national and local
government structures; resources; local civil society, and other local,
national, and international actors;
3. Effective
communication and coordination with local, national, regional, and
international actors working in LRA-affected areas of CAR are improved.
The project Information and Communication Officer (ICO)
will manage the information flow and ensure timely and appropriate
information sharing with SECC staff, humanitarian actors, government
stakeholders, and USAID. The position will be based in Zemio and will
report to the Project Director.
The ICO will collect weekly status reports; analyze
relevant data and produce weekly and monthly reports, which will include
geo-tagged maps, where appropriate. S/he will ensure that all relevant
actors are aware of key issues and the latest developments and trends. For
example, if there is a noticeable shift in LRA activity from one country (or
community) to another, the ICO’s work should allow humanitarian and
government stakeholders to better plan appropriate coordinated responses and
support communities to develop adaptive strategies and contingency plans. As
appropriate, the ICO will coordinate with project-supported media actors to
broadcast key information and highlights from the monthly reports to ensure
communities are aware of significant
issues.
Specific Responsibilities:
Project visibility
· Manage
the project branding strategy
· Create
project briefing packet (talking points, photos, brochures, etc)
· Create
a SECC blog with monthly postings
· Write
and disseminate success stories
· Create
and launch press releases and marketing campaigns.
· Liaise
with CRS HQ Advocacy staff and HQ and Regional Communication Officers as
appropriate
· Draft
and issue press releases, information notes, and written materials for
dissemination to key stakeholders
· Develop
strong relationships with local and international media
Reporting
· Develop
internal publications such as newsletters, email announcements,
planned publications, best practices and success stories
· Produce
and disseminate weekly and monthly updates
· Produce
quarterly news letters
· Produce
semiannual and annual reports
· Develop
and promote lessons learned and best practices
Field Communication
· In
coordination with the EWS Specialist support community radio stations in the
development and broadcast of key messages
· Ensure
lessons learned relevant to communities are documented and broadcast on
community radio stations

Qualifications and Experience:
· Master’s
degree in a field related to international development, plus three years
professional experience in communication and information management
· Fritanga
and outreach experience
· Media
and awareness-raising experience
· A
strong capacity for analysis, communication and information management
· Excellent
communication skills
· Full
proficiency in spoken and written French and English required
· Ability
to meet tight deadlines and work under pressure
· Ability
to handle large volume of work and have excellent organization skills
· Commitment
to creating positive environmental, social and cultural change
· Excellent
interpersonal skills, team worker and good listener

Foreign Language Required:
Excellent French language skills essential
Physical Requirements/Environment:
Staff will be based in Zemio but with frequent field
travel in the Southeast and to Bangui
