Background:
In June 2014, funding from USAID’s Office of Food for
Peace for CRS/Madagascar’s food security program will come to an end. In
order to continue responding to food insecurity in Madagascar, Catholic
Relief Services/Madagascar as the lead agency, will apply for funding through
the Office of Food for Peace’s Development Food Assistance Program (DFAP)
Madagascar for 2014-2018. The proposed DFAP will contribute to the reduction
of food security and vulnerability in the most food insecure and disaster
prone areas of Madagascar.
CRS seeks a qualified candidate for PM II, Technical
Quality Coordinator/ MEAL who will work under the Chief of Party for the Madagascar DFAP.
The overall goal of the program is to reduce food insecurity and
vulnerability in parts of two to four regions of eastern and southern
Madagascar that are highly inaccessible or vulnerable to cyclones, floods or
drought. Vulnerable households will be targeted through a focus on improving
human capabilities, livelihood capabilities, capacities to manage risk and
good governance. The estimated time frame of this program is July 2014
through June 2018.
The aim and primary responsibility of this position is to
lead the technical and strategic Monitoring and Evaluation (M&E),
Accountability, and Learning (MEAL) activities within the new DFAP. Specific
responsibilities will include: support to strengthen the capacity of project
and partner staff on MEAL in line with FFP and global standards; generate
quality strategic monitoring and evaluation information in a timely manner to
influence programming and decision making; and to promote program
accountability, learning and sharing among staff, partners and stakeholders.
This will be accomplished by identifying and supporting
the implementation of effective, cost efficient, and comprehensive M&E
systems to facilitate strategic learning and better M&E and
accountability standards.
Specific Responsibilities:
Design, refine and implement MEAL systems and
procedures
· Implement
specific MEAL systems and modify based on lessons learned.
· Coordinate
the implementation of program evaluations/assessments such as baseline and
annual surveys, mid-term and final evaluations, and special studies and
operations research.
· Establish
mechanisms to capture trigger indicators’ data to ensure timely responses
when needed.
· Establish
performance evaluation systems.
· Ensure
use of MEAL systems including: Performance Monitoring Plans, Data Quality
Assessment plans and other M&E tools and formats; refine these systems
based on lessons learned.
· Audit
tools to ensure compliance with donor requirements and internal program
needs.
Reporting/evidence-based decision-making
· Draft
reports to donor (USAID Mission and FFP); CRS structures, Advisory Board etc
(Examples of reports are: IPTT, quarterly, Annual, OP indicators, IEHA, MRR).
· Draft
and present periodic progress report at general meetings and facilitate
evidence-based program decisions.
· Develop
operations research in DFAP program technical sectors in consultation with
Technical Quality Coordinators and Technical Working Groups.
· Develop
systems to train program managers and coordinators to effectively use M&E
and accountability information to improve program quality.
· Keep
abreast of technical developments in the MEAL field and share within the
consortium.
Knowledge management
· Guide
and monitor staff in developing and overseeing the knowledge management and
knowledge sharing systems and practices to gather, document and share best
practices of consortium members.
· Facilitate
the identification of lessons learned and best practices for dissemination.
· Oversee
the establishment of best practice model sites
· Guide
adoption of the best practices by technical staff
Institutional Strengthening
· Assist
M&E Officers to implement MEAL plans and to facilitate evidence-based
program decisions.
· Provide
technical assistance (TA) when needed and/or identify technical resources to
assist in institutional strengthening activities
· Identify
partners’ TA requirements through field visits and other means.
· Oversee
the identification and, where appropriate, the management/coordination of
consultant(s), hired to provide TA to the consortium
· Organize
and undertake MEAL capacity building activities such as trainings, workshops
and other visits for learning
Linkages/networking
· Coordinate
synergy between MEAL and other technical sectors of the program.
· Establish
appropriate linkages especially with program partners
· Represent
the program in various forums and foster partnership with other stakeholders,
particularly those supported by the USAID Mission.
Any other MEAL related tasks assigned by the Chief
of Party.

Qualifications:
· Masters
or PhD degree (preferred) in MEAL related studies.
· At
least 5-8 years of professional experience leading MEAL systems.
· Demonstrated
skills in all areas of MEAL and knowledge management related to development
programs.
· Experience
in working with large USG-funded programs in various countries.
· Ability
and proven experience transferring knowledge through formal and informal
training.
· Experiencing
in evidence-based M&E.
· Experience
managing staff, budgets and planning processes.
· Excellent
presentation and communication skills.
· Previous
experience working in Africa preferred.
· Team-oriented
and strong interpersonal skills.
· Strong
group process design and facilitation skills.
· Flexibility
and ability to motivate.
· Equally

· Fluency
in French.
· Willingness
to travel at least 40% of the time.
