Reports To:     Regional Director
Background: The Country Representative (CR) for CRS Sudan manages the agency's programs in Sudan, including a major emergency response program in West and Central Darfur.
CRS/Sudan began implementing programs in emergency relief food distribution, health, water and sanitation, peace building, shelter, education and food security/agriculture in West Darfur in July 2004. More than nine years into the protracted conflict, CRS continues to be one of WFP’s largest implementing partners. At the same time, the CP has made a strategic adjustment of its program to focus more of its resources on capacity-strengthening of national NGOs and implementation of early recovery and resilience projects. For example, beginning at the end of 2013, CRS will lead a large consortium across all Darfur states to implement a large, 2.5 year DFID-funded resilience program. The CRS Sudan program has staff based in Khartoum and West and Central Darfur. In Khartoum, the agency supports education activities and Savings and Internal Lending among vulnerable urban communities.
The CR is responsible for overall leadership and management of all CRS programs. The Sudan context requires persistence, creativity, and political acumen in order to navigate numerous bureaucratic obstacles and sensitive government relationships. In addition, the security situation in Darfur continues to be tenuous and unpredictable as a result of the protracted conflict in the region. Therefore, maintaining and leading the implementation of efficient staff safety protocols will continue to be a major role of the CR in Sudan.

Specific Responsibilities:
Representation/Relationships
  • Develop strategies to ensure strong representation to the Church, United States Government, Government of Sudan, international organizations, other donors, international and national PVOs, and other appropriate networks. 
  • Develop and maintain strong partnerships with local implementing partners such as the Church, other local and international agencies. 
  • Identify and negotiate new and diversified funding opportunities to support the program's growth strategy.
Strategic Direction and Program Quality:
  • Implement the CRS Sudan Strategic Program Plan (SPP) in accordance with the East Africa Regional Strategy and CRS Agency Strategy.
  • Provide leadership pertaining to the agency and regional strategies. 
  • Provide strategic direction to CRS programming in Sudan and ensure that program quality standards are adhered to and maintained.
Stewardship:
  • Effectively manage CRS Sudan’s financial, administrative and human resources.
  • Ensure compliance with CRS and donor administrative and financial requirements and US Government OFAC and BIS regulations.
Staff Safety:
  • Oversee the continuous update of security and staff safety policies and protocols to respond to changing working environment.
  • Ensure annual updating of the Field Security Plan.
  • Oversee staff management to ensure strict adherence to staff safety procedures.
Staff Management and Development:
  • Oversee the management, coaching and development of national and international staff based in Sudan. 
  • Ensure diversity in recruitment practices to build a cadre of competent, motivated and committed personnel.
  • Encourage principles of a just workplace and promote staff care and well-being.
Communications:
  • Ensure healthy and open communications with regional management staff, regional technical advisors, and HQ regional representatives.
  • Ensure open, consistent communication with CRS Sudan staff about strategy, new developments, and CRS’ mission and values.

Supervisory Responsibility:  HoOps, HoP, HoO, etc.
Key Working Relationships:
Internal: EARO Regional Director and Deputy RDs for Program Quality and Management, Regional Technical Advisors, HQ Finance, Overseas Operations Departments, EARO and HQ Human Resources.
External: Catholic Church Officials at the national and diocesan levels, U.S. Embassy, Government of Sudan, local and international partner organizations, donor agencies, UN agencies, private sector, and other appropriate donors.

Qualifications:
  • Masters in International Development/Relations or related field
  • 10 or more years of progressively responsible experience in PVO leadership and management
  • Previous experience managing a large-scale PVO country program
  • Proven ability to negotiate and work with local government
  • Strong interpersonal, communication and organization skills as well as good judgment, vision and maturity.
  • Ability to operate successfully amidst complexity and uncertainty.
  • Demonstrated effectiveness with short- and long-term planning, as well as financial, human resource, and program management.
  • Experience with institutional strengthening and partnership building helpful.
  • Familiarity with Africa or Arab culture is a plus.
  • Ability to work effectively in diverse environments and under pressure.
  • Fluency in English with professional proficiency in Arabic desirable.
