BACKGROUND
Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and development work in over 99 countries around the world. CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs.
CRS seeks a Deputy Project Director (DPD) for an anticipated upcoming 3 years large scale Seasonal Malaria Chemoprevention program in the Sahel region of West Africa funded by UNITAID. CRS is working together with a consortium headed by Malaria Consortium (an international NGO dedicated to the comprehensive control of malaria and other communicable diseases) to develop a large-scale, multi-country initiative in West Africa and the Sahel focused on rolling out market-focused innovations for malaria prevention and control, including bringing new products to market, with a particular focus on Seasonal Malaria Chemoprevention. With a consortium of experienced national and international partners, the project will have a wide and lasting impact on this complex and challenging logistical environment. Malaria Consortium (MC) will be the Prime Recipient of funding and CRS will be the Lead Sub-recipient. MC will manage the overall project consortium and lead implementation in 3 of the 8 countries. CRS will manage two sub recipients and lead implementation in 5 of the 8 countries. The DPD, a CRS employee, will be based in CRS' office in Dakar, Senegal, with travel to countries where the project is being implemented. The DPD will work closely with the Project Director (an MC employee), who will be based in Kampala, Uganda, and the Project team who will be spread out amongst the countries of intervention. The project team will include a number of experienced technical and project specialists both within CRS and partner agencies in the consortium.
MAJOR RESPONSIBILITIES
The DPD will be responsible for the achievement of strategic objectives, intermediate results, and performance expectations through adherence to high standards of programmatic and management quality in CRS' five countries of operations. S/he will support the strategic leadership of the project including high-level representation of CRS and the project to international bodies and driving forward implementation of activities in the areas of market dynamics, roll-out of Seasonal Malaria Chemoprevention, and advocacy, working in partnership with others in the consortium. S/he will ensure the implementation, planning and coordination of program activities. S/he will develop and maintain strong working relations between the project and partners in the field, including governments, ministries of health, and national malaria control programs, and propose methods to improve the impact of interventions on the ground and participate in missions to monitor and control activities. S/he will be responsible for maintaining close collaboration between the project's two lead implanting organizations, CRS and MC. S/he will directly supervise a team of five regional staff members based in Dakar and five project coordinator based in five countries in West Africa.
SPECIFIC RESPONSIBILITIES
1. Leadership and support as Deputy Project Director
  • To support Project Director in oversight and strategic leadership for all project activities
  • To be directly responsible for the coordination of two consortium partners and overall activities in five countries
  • To represent the project, the Project Director in his/her absence, Catholic Relief Services, and manage strategic relationships with key consortium partners and external stakeholders
2. Program Quality in CRS intervention countries
  • Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines;
  • Use appropriate project management tools to plan, review and track progress on project implementation and utilization of project resources;
  • Oversee and ensure the successful implementation of program activities;
  • Collaborate with five CRS country programs to ensure effective program coordination and management of shared resources;
  • Maintain up-to-date documentation related to project approval, monitoring and implementation;
  • Establish and maintain good working relations with consortium agencies, local partner organizations, and provincial and local government offices; facilitate exchange of information and experiences;
  • Coordinate with MC, CRS and partner staff to share best practices and solutions to challenges during implementing partners' meetings and in communities of practices, both internal and external to CRS;
  • Mentor staff, conduct trainings, lead workshops, and facilitate group interaction as part of project execution toward specific outputs and objectives
3. Management in CRS intervention countries
  • Under the guidance of the Project Director represent the project in workshops, conferences, meetings, and other venues;
  • Ensure grant management compliance with donor regulations, and timely acquisition of project inputs through close collaboration with the country program procurement staff;
  • Review and analyze budget comparison reports and take necessary steps to ensure proper management of budgets;
  • Provide regular updates to Project Director, and to government and non-government coordination bodies as requested and in collaboration with MC;
  • Oversee development of required donor project and financial narrative reports, quarterly performance indicator tracking tables, other reports needed/required for the five implementing countries CRS will be responsible for.

Internal: Senior Technical Advisor for Malaria, CRS/Senegal Country Representative, SWA and CWA DRD/PQs and DRD/MQ, Regional Finance Officers, Senior Advisor for Commodities and Supply Chain Management
External: Malaria Consortium's Project Director, all consortium/project partners, Government officials, Ministry of Health, National Malaria Control Programs, public and private sector stakeholders, UN agencies, Roll Back Malaria partnership, donors, local/international NGOs, and local and international Catholic agencies.
QUALIFICATIONS
  • Graduate degree in international health or a related field.
  • Minimum seven years' experience at the senior management level working international public health, preferably with malaria experience in Africa.
  • Experience in managing projects or portfolios in excess of USD 10 million
  • Ability to represent CRS in high-level meetings with donors and local governments.
  • Demonstrated experience in addressing gender equity in malaria programming.
  • Demonstrated ability to manage large scale project grants, including project design, budget preparation, expenditure tracking, monitoring and evaluation, and reporting
  • Demonstrated ability to lead and work effectively with partners and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods.
  • Demonstrated ability in effectively managing large partnerships
  • Excellent analytic, organizational and computer skills; skilled in MS Office including Word, Excel, Outlook, and PowerPoint.
  • Ability to work both independently and in a team
  • Willingness to travel approximately 35% of time, or more during peak activity
  • Excellent English oral and written communication skills required
  • Ability to lead a multi-cultural team with a high level of respect for local culture.
  • Professional proficiency in French required.
