Background:
Catholic Relief Services, in collaboration with Search for Common Ground and Caritas Bangassou, is implementing a 3-year USAID Secure, Empowered, Connected Communities (SECC) Program to support grassroots efforts at improving security in LRA-affected areas of CAR.  The main objectives of the project are as follows:

1.      Empower target communities to employ adaptive strategies to address their security and community challenges, with an emphasis on the threat posed by the LRA;
2.      Target communities are better informed and connected: to each other; national and local government structures; resources; local civil society, and other local, national, and international actors;
3.      Effective communication and coordination with local, national, regional, and international actors working in LRA-affected areas of CAR are improved.

 The EWS specialist works with a team of professionals to build communities’ resiliency to risks by enhancing their capacities to identify risks and vulnerabilities, develop contingency plans, and use existing resources to prepare for and respond to hazards and chocks.  He/she works with project staff, partners,  and key stakeholders to establish early warning systems, that create a regular communication channel between the producers  and the users of warning information, and that make early warning information actionable and relevant to users.  The Technical Specialist coordinates with partners and stakeholders for the successful implementation of program activities develops a toolkit and guidelines for designing and implementing community based early warning systems, and monitors the implementation of community based contingency plans for reducing and managing risk. The EWS specialist coordinates with project teams to prepare periodic progress and accomplishment reports for dissemination to key stakeholders, and ensures proper and timely documentation and dissemination of lessons learned, success stories, and best practices. 

Specific Responsibilities:
·         Coordinate with partners and stakeholders for the successful implementation of program activities.
·         Assist field based teams/communities in community resource and risk mapping, setting up early warning systems, and providing technical inputs as needed.
·         Provide technical input in the design of community contingency plans and design of early warning systems.
·         Ensure that targeted communities, local authorities, and community radio stations are organically linked to the end-to-end early warning system from provincial level to field level at targeted communities.
·         Develop a toolkit for undertaking community based early warning systems
·         Provide technical support for monitoring the implementation of community based contingency plans for targeted communities to meet Hazard Ready criteria.
·         Assist in the training of project staff and community protection committees in the identification of risks, set up of early warning systems, surveillance of risk, and diffusion of alerts/information.  
·         Work closely with field coordinators and ensure that relevant capacity building objectives and needs of partners and communities are met.
·         Organize a regional workshop for sharing program experiences, successes stories, and lessons learned, with the main goal of raising awareness of the importance of community based protection.  
·         Assist the Project Director in the identification of approaches and provide solutions to overcome challenges and resolve problems met during program implementation.
·         Assist the Project Director in the development of an exit strategy for the sustainability of program efforts.
·         Coordinate with project teams and ensure that project activities are implemented according to approved work plans and budgets.
·         Ensure community based monitoring and evaluation information is collected and used in reporting, learning, and adaptive management strategies.
·         Participate in relevant coordination meetings with other humanitarian actors to ensure synergy in the technical approach and engagement with communities

Internal: SECC Project Director, SECC Monitoring and Evaluation Manager, SECC Field Coordinators, SECC Finance & Grants Manager, CAR Country Manager, and Chad/CAR Head of Programming.  
Indirectly:  Project support staff in Bangui, other CRS Central African Republic project coordinators
External: International and Local partners, Search for Common Ground and Caritas, program beneficiaries.

Qualifications and Experience:
·         Master’s degree in a field related to international development, plus three years professional experience with community based early warning systems.
·         Personal belief in and support of IndyACT core values
·         A strong capacity for analysis, communication and information management
·         Excellent communication skills
·         Full proficiency in spoken and written French is required. Fluency in Both French and English is preferred. 
·         Ability to meet tight deadlines and work under pressure
·         Ability to handle large volume of work and have excellent organization skills
·         Commitment to creating positive environmental, social and cultural change
·         Excellent interpersonal skills, team worker and good listener
·         Ability to take initiatives and be flexible and adaptable in a changing environment

·         Computer literacy (Photoshop and HTML)
·         At least 3 years of experience in some or all elements of the abovementioned job description


Foreign Language Required:
Excellent French language skills essential


Physical Requirements/Environment:
Staff will be based in Zemio but with frequent field travel in the Southeast and to Bangui
