Background:
In June 2014, funding from USAID’s Office of Food for
Peace for CRS/Madagascar’s food security program will come to an end. In
order to continue responding to food insecurity in Madagascar, Catholic
Relief Services/Madagascar as the lead agency, will apply for funding through
the Office of Food for Peace’s Food Assistance Program (DFAP) Madagascar for
2014-2018. The proposed FAP will contribute to the reduction of food security
and vulnerability in the most food insecure and disaster prone areas of
Madagascar.
CRS seeks a qualified candidate for PM II, Commodity
Manager, who will work under the Head of Operations for CRS/Madagascar.
The overall goal of the DFAP program is to reduce food insecurity and
vulnerability in parts of two to four regions of eastern and southern
Madagascar that are highly inaccessible or vulnerable to cyclones, floods or
drought. Vulnerable households will be targeted through a focus on improving
human capabilities, livelihood capabilities, capacities to manage risk and
good governance. The estimated time frame of this program is July 2014
through June 2018.
The aim and responsibility of the Commodity Manager will
be to manage the procurement, transport, storage and distribution of food and
non-food commodities and will be responsible for the review and consolidation
of all status reports as required by UASID/ Office of Food for Peace. S/he will
be responsible for analyzing commodity losses; consolidation of required
documentation related to commodities in line with USAID/FFP procedures; and
review all field and site monitoring reports to ensure proper follow-up. The
task of confirming the existence of adequate internal control systems in the
management of commodities will also be under his/her jurisdiction.
Specific Responsibilities:
Management and Staff Supervision
· Manage
the day–to–day activities of the commodity management unit
· Ensure
that efficient structures and systems are in place to assure accountability
of food and other resources including fixed assets.
· Supervise
the activities of the Commodities Officers
· Coordinate
and review the monthly work plans and yearly performance plans of staff.
Commodity Management
· Periodically
review partner commodity management, warehousing, transport and handling
arrangements to assure compliance with USG Regulations and national policies
· Ensure
that commodity distributions to eligible beneficiaries occur each month in
compliance with SPHERE guidelines.
· Ensure
that all warehouses are set up, maintained and secured in line with USG and
global guidelines
· Ensure
that all unfit commodities are certificated and disposed of in accordance
with USG regulation 11.
Accountability & Reporting
· Review
each partner’s monthly commodity distribution reports.
· Confirm
that quantities distributed are in agreement with monthly and quarterly
plans.
· Supervise
the preparation of accurate quarterly Commodity Status Reports, Recipient
Status Reports and Loss Status Reports for submission to USAID/FFP through
CRS.
· Ensure
the preparation of timely and accurate DMCR’s
· Review
all Monitoring Reports on food distributions including regular warehouse
inventories of warehouses.
· Ensure
that claims are filed against responsible parties for commodity losses; in
consultation with the Logistics officer insure that proceeds are remitted to
USAID/FFP each quarter as per Regulation 11.
· Make
periodic visits to the Field to oversee commodity distributions and other
logistics to insure compliance with accepted procedures and principles.
Capacity Building of commodity staff
· Ensure
commodity staff (including partner staff) has adequate knowledge to manage
commodities as per USAID reg. 11
· Arrange
training program for CRS and partnerstaff on targeting
beneficiaries, end use monitoring, warehouse management/record maintenance
and report preparation.
Other
· Attend
and actively participate in the monthly commodity Technical Working Group
(TWG) meetings
· Determine
the needs for training in close coordination with the Logistics Officer and
the implementing partners
· Cultivate
and strengthen relationships between among implementing partners.
· Encourage
synergy between program activities by liaising closely with technical staff
for different sectors to develop distribution mechanisms

Key Working Relationships:
Internal & External –
All CRS/MG DFAP members, CRS/HQ commodities, WFP, Surveyor, Transporters.
Heads of Unit, Regional Technical Advisors, Various Departments at CRS/HQ,
including Shipping, Finance, Grants, and the MRC.
Qualifications:
· Masters
in Social Sciences, Business Administration, Management or equivalent.
· At
least 5-7 years overseas experience in Administration, Commodity Management,
and Logistics
· Fluency
in French; Malagasy a plus
· Minimum
3 years of experience in Title II consortium managing commodities as a Senior
Manager
· Experience
in developing Title II programs addressing food security and food for work
· Qualified
in Food For Peace trainings (commodity management and reporting; community
management training related to Title II)
· Experience
and skilled in the design and management of warehouse
· Experience
in methods of targeting the most vulnerable in communities
· Experience
with Food Aid programs especially Title II, with an in-depth knowledge of
USAID Regulation. 11 and 26, with OMB Circulars, A-122 and A-133, CRS CMM,
and GACAP.
· Excellent
writing and communication skills.
· Demonstrated
ability to work in multidisciplinary teams and independently to meet strict
deadlines.
· Willingness
to travel to the field regularly (at least 30% of the time)
· Excellent
knowledge of computer word-processing and spreadsheet programs.
