I. TECHNOSERVE BACKGROUND:

II. PROGRAM DESCRIPTION:
TechnoServe’s West Africa region has full country programs
in three countries (Ghana, Nigeria and Cote d’Ivoire) and presence in two other
countries (Benin, Burkina Faso) in the region. The region has a diversified
project portfolio funded by traditional bilateral and private foundation
donors, as well as growing contributions from corporate partners. As our
stakeholder base diversifies and our own focus on a learning agenda and
effective impact measurement grow, there is a greater need to build the
region’s overall capacity in monitoring and evaluation, as well as to ensure a
continuous feedback loop into successful project implementation.
III. POSITION DESCRIPTION:
The primary purpose of the Regional M&E Consultant is to
reinforce TechnoServe’s M&E capacity across West Africa in both project
design and execution in support of programmatic excellence and sustained
impact. The M&E Consultant will work closely with country directors,
program managers, division staff and M&E staff throughout the region to
provide overarching guidance and recommendations in M&E strategy and
methodologies for West Africa programs; and support development and
implementation of M&E plans for priority programs in the region, including
capacity building of program managers to effectively develop and execute
M&E plans and use findings to course-correct programs to meet targets.
The consultant’s time will be roughly apportioned to the
following country/regional programs:
GHANA: 45% OF THE CONSULTANT’S TIME WILL SUPPORT
M&E PRIORITIES IN GHANA, INCLUDING:
- Lead
the development of Ghana M&E planning
- Capacitate
relevant Ghana staff in M&E principles and methodologies
- Work
with Program Managers to develop program-specific M&E strategies, across
data collection, data manipulation and data analysis
- Lead
the development of M&E strategy on proposals
NIGERIA: 20% OF THE CONSULTANT’S TIME WILL SUPPORT
PROGRAMS IN NIGERIA, NAMELY TO:
- Capacitate
Program Managers in M&E principles and methodologies and develop and
provide guidance and oversight on program-specific M&E strategies
- Lead
the development of M&E strategy on proposals
COTE D’IVOIRE: 10% OF THE CONSULTANT’S TIME WILL
SUPPORT PROGRAMS IN CÔTE D’IVOIRE, INCLUDING:
- Capacitate
Program Managers in M&E principles and methodologies and develop and
provide guidance and oversight on program-specific M&E strategies
CROSS-CUTTING M&E ACTIVITIES: 25% OF THE
CONSULTANT’S TIME WILL SUPPORT M&E ACTIVITIES CUTTING ACROSS ALL PROGRAMS
IN THE REGION, TO INCLUDE SUPPORT TO CORPORATE MEASUREMENT ACTIVITIES,
INCLUDING:
- Roll
out region-wide transition to TechnoServe’s revised program status report
methodology, ensuring each project has a clearly articulated logframe with
annual targets established
- Assess
common M&E development needs across the region and time permitting,
develop tools as prioritized
- Support
M&E planning and execution for programs in non-presence countries
- Contribute
to M&E knowledge sharing across the region.
IV. REQUIRED SKILLS & EXPERIENCE:
- Advanced
degree in Economics, Business Administration or other relevant field
- 3+
years of experience with M&E methods and approaches, designing,
planning and implementing M&E systems, information analysis and
reporting the logical approach framework/other strategic planning
approaches
- Experience
in economic development or living and working in the West Africa region
- Strong
understanding of M&E tools and current methods in data collection and
analysis
- Experience
developing and managing M&E plans
- Strong
analytical skills, including quantitative
- Results
oriented, with proven track record of working to achieve project targets
- Knowledge
of USG regulations and procedure preferred
- French
proficiency a plus
- Demonstrated
capacity to produce high quality reports and proposals
- Previous
successful experience mentoring and building capacity of staff
- Proven
ability to create buy-in and build consensus among colleagues
- Willingness
to travel up to 30% of the time
