Project Summary:
The ‘Women’s Leadership as a Route to Greater Empowerment’ project is furthering understanding of the nature and extent of selected USAID programs to strengthen women’s leadership and political empowerment. The project will also pilot test a new measure of women’s leadership andpolitical influence and provide recommendations for future programming and research.

Position Summary:
To achieve project objectives, MSI will conduct targeted case studies in five countries to assess the current status of women’s political empowerment, the contributions made by USAID programs to date, and potential future directions for USAID programming. To conduct the case studies, MSI will provide two-person teams comprised of one lead international consultant and one local professional to join the DCHA/DRG team member for a two-week field visit conducting interviews with USAID, implementing partners, and other stakeholders.

The consultancy will be a maximum total of 25 days starting
in May/June 2014.
Responsibilities:
- Review
the program documentation and available country statistics on women in
public leadership positions prior to departure.
- Interview
key program personnel in USAID, implementer(s), and local partners.
- Conduct
interviews and/or focus group discussions with selected program
participants/beneficiaries.
- Interview
key stakeholders in USAID, host government, other international donors
about current programs/initiatives and future plans/needs.
- Collect
additional documentation and contacts about country-based
programs/movements towards increased descriptive representation.
- Interview/conduct
focus group discussions with groups of women public leaders and relevant
stakeholders to discuss the proposed new measure.
- Write
the case study report, including findings and recommendations for USAID,
drawing on contributions from the local professional and USAID team member
as needed.
Qualifications:
- Research
and/or substantial professional experience with women’s political
empowerment, preferably in Morocco or the region.
- Demonstrated
experience conducting in-country assessments, case studies or
other practical field-based research.
- Experience
with USAID strongly preferred.
- Demonstrated
ability to lead a team of international and local researchers.
- Demonstrated
ability to submit timely and high quality written
reports.
