Chief of Party, Career Centers Program, Morocco

Proposal Summary: 
The anticipated four-year, USAID-funded program will support the development of four to six Career Centers in public higher education institutions and Regional Vocational Education offices. The Career Centers will empower target youth to access a range of resources to improve their job-seeking skills, learn about career opportunities, and learn about themselves as future professionals.
In addition, by integrating knowledge of market needs and trends, the Career Centers will be equipped with the insight and influence to help academic decision-makers align and refine educational curriculums to meet the needs of the Moroccan economy. 

Position Summary:
The Chief of Party will provide overall technical leadership and administrative oversight of the Career Centers project. S/he shall work closely with the USAID/Morocco’s Economic Growth Office and the Chiefs of Party of other USAID activities contributing to the same project purpose, as well as senior-level host country government representatives.

Responsibilities:
  • Manage and supervise all project activities, staff, and partners, and have overall responsibility for the successful performance of the project by ensuring objectives are met.
  • Oversee internal management of the project, including the budget and performance monitoring and evaluation.
  • Maintain effective activity tracking and reporting systems and ensure high quality reporting and deliverables. 
  • Provide technical assistance to program counterparts and grantees in areas of expertise and oversee grants program.
  • Serve as principal liaison with USAID, counterparts and other donors, and serve as an advocate for career development concepts. 
Qualifications:
  • A Master’s Degree in an appropriate interdisciplinary subject such as education, counseling and guidance, student personnel or related field.
  • A minimum of 15 years of the Career Development field, preferably in a North African or Middle East context, including demonstrated success developing and operationalizing career development centers at the higher education level.
  • Good knowledge of Morocco’s socio-economic context and excellent knowledge of its higher education and vocational education systems.
  • Experience engaging private sector and educational institutions to collaborate on employment and employability programs.
  • Excellent ability to collaborate and coordinate activities with multiple stakeholders including government, education, business and individuals.
  • Demonstrated strategic thinking and planning, training and human resource management.
  • Strong multi-cultural, inter-personal and supervision skills. Past experience as a COP for a USAID project desirable.
  • Demonstrated ability to give effective presentations and write high quality technical reports.
  • Fluent English and business proficiency in French or Arabic.
