Position Summary
IREX seeks multiple Career Service Managers for an anticipated four year USAID-funded higher and vocational education career centers project in Morocco. The project will focus on advancing USAID/Morocco’s broader goal of increasing the employability of young Moroccans by improving career orientation, counseling and guidance services to students and recent graduates of higher education universities and vocational schools in the country.
The position is contingent on funding.

Duties & Responsibilities
  • Startup Career Centers and implement programs to strengthen workforce development and youth employment
  • Work hand and hand with Career Development Specialist and the Chief of Party to start up Career Centers at 2-3 public higher education institutions in select regions determined by USAID and the Ministry of Higher Education, Scientific Research and Executive Training and 2-3 Regional Vocational Education Offices (Délégations Régionales de la Formation Professionnelle) in the regions selected by USAID and the Department of Vocational Education
  • Implement a robust career development program in Career Centers from international resources
  • Serve as a liaison between key stakeholders, including government counterparts, client representatives, private sectors firms, educational institutions, and implementing partners
  • Develop and implement capacity building programs to build the capacity of workforce education and training institutions
  • Develop linkages with the private sector and employers
  • Develop successful partnerships with educational institutions and training providers
Qualifications
  • Bachelor’s degree in Public Policy, Workforce Education, Economic Development, Higher Education, Education Administration, or related field, Master’s degree preferred
  • 5 years of experience working in an environment related to higher education policy, workforce development, and labor market policy; USAID experience desired
  • Experience engaging private sector and educational institutions to collaborate on employment and employability programs
  • Excellent knowledge of Morocco’s higher education and vocational education systems
  • Strong multi-cultural and inter-personal skills
  • Ability to give effective presentations and write technical reports
  • Strong ability to collaborate and coordinate activities with multiple stakeholders including government, education, business and individuals
  • Proven ability to advocate career development concepts
  • Good knowledge of Morocco’s socio-economic context
  • Business proficiency, written and spoken, in English and French or Arabic
