Multi Country Project Coordinator for Energy-Poverty-Gender in Agro Processing (EPGAP) project
Based in Accra, Ghana

SNV Netherlands Development Organisation has worked in Ghana since 1992. The emphasis of its work is on poverty alleviation focusses on three sectors: Agriculture, Water, Sanitation & Hygiene (WASH), and Renewable Energy through multidisciplinary interventions across the country.

The SNV Renewable Energy (RE) sector has one overarching aim to boost low carbon pro poor development while promoting energy efficiency and facilitating access to sustainable, clean and reliable energy sources for households and small enterprises and the development of a vibrant renewable energy sector with an adequate enabling environment.

In pursuing this aim, SNV has expanded the range of RE technologies and strengthened its market-based approach in Asia, African and Latin America. This expansion will continue to focus on Renewable Energy resources targeting three interventions areas for domestic and productive use: clean cooking, lighting and communication and agricultural processing. Under the broad banner of RE, SNV also situates its rapidly growing work in REDD+ and climate financing mechanisms. While this may be seen as not ‘strictly’ RE, it sits together with Climate Smart Agriculture and the rest of SNV’s work in RE, to demonstrate a strong commitment to environmental sustainability and climate change while boosting economic development.
The multi country project Energy-Poverty and Gender in Agro Processing (EPGAP) will be implemented in Burkina Faso, Ghana, Mali and Niger. EPGAP will improve income and health of 40,000 women working in agro processing industries and will contribute to combat deforestation and reduce related CO2 emissions.
We are looking for an experienced senior professional who will be responsible for implementing the EPGAP project in Ghana and coordinate the work of all four participating countries. In particular we are looking for someone with a strong background in market based biomass energy project development and implementation who will be able to realize financial viable biomass energy projects in agro processing industries. This includes among others the introduction of efficient industrial stoves, briquetting and charcoal production from agricultural residues and the use of by-products.

The Project Coordinator will report to the Country Sector Leader (CSL) RE of Ghana and will sign a service level agreement with the other country sector leaders of the other SNV countries.

Responsibilities
The Project Coordinator will be based in Ghana and travel and support the different countries to work with the country teams. The responsibilities include:
  • Overall EPGAP coordination among the four countries during 2014 and 2015;
  • Support the project teams of Burkina Faso, Mali and Niger in implementing EPGAP and realizing follow-up and follow-on projects;
  • Responsible for implementing the Ghana part of EPGAP and achieve the indicators for Ghana;
  • In Ghana work with agro processing groups, stove builders, equipment suppliers, briquette and charcoal producers, knowledge institutions, local capacity builders and others;
  • Conduct agro processing industry characterizations to identify improvement options;
  • Conduct energy audits to assess saving potentials of energy efficiency improvements;
  • Address barriers to the implementation of financial viable improvements using market based mechanisms;
  • Strengthen biomass energy equipment suppliers to establish sustainable and market based companies;
  • Develop follow-up and follow-on projects, identify funding sources for these projects and prepare funding proposals;
  • Develop models to realize scale of implementation and to exceed the implementation targets;
  • Train and coach staff, consultants and Local Capacity Builders;
Candidate profile
  • Advanced qualification and expertise in areas relevant to Renewable Energy, with a minimum of 8 years of experience (experience in Africa would be an advantage).
  • A strong background in biomass energy in general and clean and efficient industrial Cookstoves in particular would be a major advantage.
  • A good understanding of gender issues would be an advantage.
  • Proven development projects management experience in development countries.
  • Experience in energy auditing and financial viability assessment.
  • A strong affinity to develop the private sector and development of market based and private sector lead distribution models.
  • Ability to work in teams and build capacity of senior workforce by providing strategic advisory services.
  • Dynamic, entrepreneurial, out-going, leadership and coaching skills with a client and team oriented attitude.
  • Strong writing skills with excellent communication skills in English (SNV’s corporate language) and French (a must).
Contract Duration: 2 years (until 31 December 2015)
