We are looking for a Chief of Party (Project Director I) for the South Sudan HIV and AIDS Program in Juba, South Sudan.


Position Description:
We are currently seeking qualified candidates for the position of Chief of Party for the South Sudan HIV and AIDS Program (SSHAP) which is a USAID funded HIV prevention initiative targeting most-at risk populations in South Sudan.  This position is contingent upon funder approval of key personnel, and is anticipated to conclude in November 2014. Implemented through Population Services International (PSI), FHI 360 provides project management support and technical oversight for SSHAP. Key strategies employed by SSHAP include social marketing, behavior change communication for individual and social change, strengthening coordination between government structures and partner agencies at community level.

The intervention seeks to:
  • Increase accessibility and availability of branded and generic condoms in targeted geographic areas;
  • Increase the adoption of HIV and STI protective behaviors, including greater utilization of HIV/STI services by sex workers, their clients and long distance transport workers;
  • Strengthen project effectiveness through the use of data-driven, evidence-based, cost-effective interventions.

The Chief of Party will provide technical leadership and management oversight SSHAP, working closely with PSI – as the strategic partner implementing project activities. The primary responsibility of the COP is to ensure successful implementation of the accelerated workplan for the Project’s last year of implementation, to reach project targets and goals.

KEY RESPONSIBILITIES:
  • Responsible for implementation of accelerated workplan to ensure activities are implemented according to schedule and within budget in this last year of the project.
  • Supports development of monthly workplans and closely monitors implementation progress across multiple technical areas.
  • Ensures project achieves high quality results in accordance with the agreement with the donor and targets identified in the Performance Monitoring Plan.
  • Provides technical and programmatic expertise in behavior change communication for key populations, referrals systems for HIV and STI services, and condom promotion.
  • Ensures that project resources are utilized in accordance with applicable FHI 360 and donor policies and procedures.
  • Oversees production of timely and accurate financial and programmatic reports to FHI 360, and donor as required.
  • Ensures program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
  • Coordinate, manage and evaluate staffing, budget and programmatic needs and activities to ensure overall efficiency and effectiveness.
  • Liaise as appropriate with: USAID, the Ministry of Health, and local and international partners and other stakeholders in South Sudan.
  • Monitors work plans and budgets; ensures appropriate levels of technical assistance in program operations; coordinates partner efforts in program implementation; ensure appropriate program monitoring and reporting.
  • Provide technical assistance through the review and/or writing of reports to ensure accuracy and appropriateness.
  • Ensure information flow which includes weekly coordination meetings with PSI as necessary.
  • Manages liaison and relationship building with various stakeholders including donors, Ministry of Health, local NGOs and public/private agencies.

Minimum Requirements:

  • Masters level degree in Public Health or related field.
  • At least 8 years of demonstrated technical expertise, with substantial developing country context experience, in SBCC with key populations and HIV prevention. At least 5 years of demonstrated excellence in a senior level management and leadership position, preferably in an international development context; previous experience as a Chief of Party is preferred.
  • Excellent oral and written communication skills in English.
  • Previous experience in Africa is strongly preferred; South Sudan experience is a plus.
  • Design, implementation, and management of public health/international development programs funded by US government or other international donors.
  • Proven skills in management, supervision, leadership and networking.
  • Knowledge of strategic planning, administrative, and financial management systems, including USAID Contract mechanism.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues.
  • Ability to manage and complete numerous simultaneous tasks with a high degree of organization and limited resources.
  • Experience of proactively identifying and addressing issues.
  • Experience of establishing strong working relationships with colleagues from different functions and cultures.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.
  • Excellent English oral and written communication.
  • Ability to travel within country or region and internationally if needed.
