Anticipated South Sudan Youth Opportunity

Position Description:
CSPD is currently seeking an Sr. Technical
Officer (Technical Officer III) for the anticipated USAID-funded South
Sudan Youth Opportunity. The goal of the anticipated program will be to
enhance security and reduce potential conflict by providing second-chance
opportunities for out-of-school youth. The objective is to engage youth
and empower them to enhance their livelihoods, literacy, life skills, learning
and leadership skills to reduce conflict and improve stability.
The Sr. Technical Officer (Technical Officer III) will
play a lead role in the design and implementation of a comprehensive monitoring
and evaluation plan. He/she shall also interact with senior government
officials, donors, and other key stakeholders in capacity building, and in the
sectors where these initiatives are implemented. Specific responsibilities include,
but are not limited to, the following:
Overseeing the design of the program M&E system, clearly
identifying the users and the utility of the data/information;
Overseeing the development and implementation of M&E
tools adapted to the program’s needs which may include pre and post- tests,
focus group interview protocols, community survey tools, and baseline,
mid-term, and endline survey instruments;
- Managing
data collection, training, and supervising M&E activities of program
staff and sub-contractors;
- Analyzing
all data collected and advising program management on needed program
revisions;
- Contributing
to written performance reports for USAID and other program deliverables.
Minimum Requirements:
- Advanced
degree in economics, political science, public administration or other
relevant field;
- A
minimum of 5 years of direct experience managing and executing monitoring
and evaluation activities for donor-funded programs, including experience
in developing M&E capacity among staff and partners;
- Experience
in qualitative and quantitative M&E methodologies, including
experimental (or quasi-experimental) evaluation designs that incorporate
rigorous statistical methods;
- Experience
coordinating with governments, ministries and/or local NGOs, as well as
local communities, for design and implementation of surveys and other data
collection techniques, including addressing capacity weaknesses as needed;
- Demonstrated
familiarity with and understanding of impact evaluation and participatory
monitoring and evaluation techniques; and developing and monitoring both
output and outcome indicators;
- Oral
and written fluency in English;
- Ability
to effectively use statistical analysis software, including STATA and
SPSS.
